This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
NOTE: This position is multi-disciplinary and can be filled by: Social Worker, Licensed Professional Mental Health Counselor, Marriage & Family Therapist, and Psychologist. Applicants must apply to the appropriate vacancy announcement.
The incumbent serves as Associate District Director for Counseling Services (ADD/C) and is responsible for assisting and advising the Deputy District Director with regards to planning, implementing, evaluating, and supervising readjustment counseling services being delivered to eligible Veterans, Service members, and their families through the Readjustment Counseling Service zone-wide system of Vet Centers. This position is virtual. Duty location determined upon selection. The incumbent provides quality assurance; clinical effectiveness reviews, clinical crisis consultation, staff development/training, clinical supervision and guidance, and serves as subject matter expert on the readjustment needs and associated interventions of Veterans, Service members, and their families. Duties and responsibilities include, but are not limited to:
Incumbent has primary responsibility for the clinical effectiveness of Vet Centers; assessment of clinical effectiveness is gathered through on-site quality assurance inspections of Vet Centers.
Ensures that clinical charting and Veteran client privacy is in compliance with Readjustment Counseling Service and Veterans Health Administration policies.
Ensures clinical quality assurance utilizing various clinical modalities and evidence based practices.
Site visit protocol exercises measurements of clinical record review, record management, customer satisfaction surveys, resource management, cost effectiveness, market penetration, collaborative clinical relationships, staff morale, clinical competence of staff, and supervisory effectiveness of the Vet Center Director on clinical matters.
Establishes and tracks developmental objectives to guide the team in improving services to Veteran clients.
Develops, leads, and reviews a clinical crisis reporting system that accurately tracks critical incidents with the goal of improving Vet Center services.
Ensures that clinical staff is adequately trained and kept abreast of clinical issues or evidence based treatments to address the needs of Vet Center clients.
Develops, reviews, and advises on developmental programs and training for individuals or Vet Centers to enhance service delivery.
As Designated Education Officer, ensures all resident, student and trainee programs meet Accreditation Council for Graduate Medical Education standards and regulations.
Manages all affiliation agreements, regulations, and disbursements for all ACGME, student, and trainee programs.
Establishes and maintains close working relationships with professional and mental health institutions of higher education.
Provides consultation, clinical supervision and guidance to the clinical staff of the Vet Centers, through on site during a quality assurance site visit, telephonic, tele-video, or through written policy and directives.
Reviews all research proposals and advises of the effectiveness and value of the project to enhance treatment of Vet Center clients.
Monitors outreach to ensure market penetration of the Veteran population.
Ensures that Vet Centers maintain clinically productive relationships with programs and organizations internal and external to the Readjustment Counseling Service.
Other duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm; Some evenings and weekends may be required to meet the needs of the Veterans.
Virtual: This is a virtual position. The actual duty location of this position will be the home address of the incumbent.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: a Master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure: Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment and be licensed to provide clinical supervision to trainees or unlicensed LPMHCs.
Grade Determinations:GS-13 Experience and Education. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. In addition to the experience above, candidates must demonstrate all of the following Knowledge, Skills, and Abilities (KSAs):
Ability to make judgments and decisions associated with program management.
Ability to monitor program outcomes using data driven quality assurance process.
Ability to develop productivity standards appropriate to each service provided.
Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
