This position serves as the Chief Operations Officer (COO) for the VA Healthcare System Serving Ohio, Indiana and Michigan (VISN 10). The VISN10 Network Office is located at 4605 Duke Drive Suite 800, Mason, OH 45050. The incumbent exercises line authority for multiple administrative and allied health services and sections. This position reports directly to the Network Director which is a position in the Senior Executive Service (SES).

Duties

Major Duties: Direct line authority and leadership responsibility for administrative operation support services. Participates on a day-to-day basis in top level executive discussions, decisions, policy making and actions of administrative functions and indirectly of clinical matters impacting patient care. Takes an active leadership role in coordination and developing customer and stakeholder support and resourcing to meet VISN objectives. Determines operational services and programs goals and objectives. Directs a comprehensive evaluation of operational services goals and objectives and makes necessary adjustments to improve delivery of patient care services. Establishes VISN policy in such areas impacting facility operations as program emphasis and operating guidelines. Administers and ensures compliance with a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations. Administers a management reporting system which provides appropriate data for decision making for VISN operations, impacting organizational improvements. Operations: Leads the planning and development of current and proposed program objectives in conjunction with administrative and clinical managers; develops short and ling range operational plans that meet the objectives of current and proposed programs. Manages allocated resources to provide best possible patient care in line with established priorities. Demonstrates a clear understanding of government and agency systems and an acute awareness of all elements of resources as they relate to the cost of healthcare operations. Takes timely corrective action where delegated responsibilities are not being properly applied or executed. Personnel Management: Maintains oversight over a variety of personnel that fall under various employee groups. Delegates authority as appropriate and holds managers under his/her oversight responsible and accountable for the performance of the product lines, programs, and services under their supervision and management. Provides timely and responsive decisions to the union(s) and their members on complaints and grievances and ensures supervisors are familiar with the negotiated agreement. Ensures the development of policies and programs concerning such matters as equal employment opportunity, merit promotion, labor management relations, and position management. Stakeholder Relations: Responsible for establishing and maintaining community partnerships, and relationships with internal and external stakeholders. Establishes and maintains proper working relations with Congressional Offices, including members of congress and staff to respond appropriately to inquiries and requests for information. Establishes, monitors, and fosters positive stakeholders relationships. Influences area planning and policy through VISN staff on subcommittees by consulting with the Deputy Network Director and Network Director or appearing in the absence of the Network Director. Systematic Internal Review: Organizes and controls VISN internal evaluation activities. Ensure that action has been taker to correct deficiencies cited by accrediting bodies or external reviews to include, but not limited to The Joint Commission. Conducts program reviews and evaluations; initiates action to maintain effectiveness and promotes continuous improvement in program outcomes. Ensures the establishment of performance metrics, reporting processes, and evaluation methodology to assess program accomplishments. Budget and Fiscal Management: Leads in the formulation of budgets for their respective programs Works with the VISN Chief Finance Officer in gathering data from past expenditures, changing priorities in operation of programs, advising management of shortages, or ensuring the use of cost-conscious ideas. Works closely with Program Leads in establishing priorities for personnel, services, equipment, supplies and allocating resources as needed. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below. Must meet Individual Occupational Requirements and Group Qualification Standard: Individual Occupational Requirements for the Health Specialist Administration Occupational Series 0670: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program AND Group Qualification Standard: Specialized Experience: Health System Administrator GS-15: Applicants must have at least one year specialized experience that provided the knowledge, skills, and abilities to perform as an Health System Administrator at the GS-15 level. To be creditable, the specialized experience must be equivalent to the next lower grade (GS-14) in Federal Service. Examples of qualifying specialized experience would include, but not be limited to: Knowledge and experience of specialized administrative requirements of health care delivery systems. Knowledge and experience of clinical practices, procedures and standards to be able to participate in the executive leadership of the entire health delivery system. Plan, direct, organize, coordinate, and control overall administrative operations through subordinate managers who possess technical expertise in their respective areas. Develop and implement both long and short-term policies and plans for the health care delivery system. Develop, evaluate, and adjust organizational structures and management systems for the administrative and allied health services managed, and contributing to the development of structures and systems for the overall health care delivery system. Keep aware of available resources (i.e. personnel, space, equipment, and money) and establish priorities for distributing these resources based on program needs. Exercise fiscal management responsibility in developing the over budget, in monitoring expenditures, and in reallocating funds based on shifting program needs. Promote good relations with a variety of groups and individuals including patients, staff, other hospitals, Congress, professional societies, unions, and community organizations.
