This position is part of the WAPA Headquarters. As a Contract Specialist, you will perform assignments in support of operating unit-wide and/or agency-wide procurement programs or the audit/review of those programs or their components.
This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.
Duties
As a Contract Specialist you will perform the following duties at the full performance level:
Qualifications
Basic Requirement for Contracting Series (1102) at the GS-12 and below:
A. A 4-year course of study leading to a bachelor's degree with a major in any field, or
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, or
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.
Specialized Experience Requirements: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience for this position includes:
Assisting with planning, awarding, and administering contracts in the procurement of supplies, equipment, and/or services.
Holding responsibility of various ancillary duties to include but not limited to processing of Interagency Agreements and Government Purchase Card Requests.
OR You may qualify with education that includes 1 full year of graduate level education, or a Bachelor's Degree and meet one of the following requirements for superior academic achievement: GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. A copy of transcript or list of college courses designating semester or quarter hours earned is required.
OR You may qualify with a combination of education and experience listed above in which the percentage of specialized experience and education totals to 100%.
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
Reviewing requisitions for supplies or services to determine that proper specifications or purchase descriptions are included in solicitation documents;
Reviewing bids or proposals for supplies or services to ensure compliance with specifications or purchase descriptions;
OR You may qualify with education that includes 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D.
OR You may qualify with a combination of education and experience listed above in which the percentage of specialized experience and education totals to 100%. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
