Duties

Provides legal services and counseling to all segments of CMO and Area client activities. Reviews, analyzes and evaluates the legal aspects of all problems arising from the contract administration functions. Reviews administrative and contractual actions of the contracting officers to ensure adequacy of factual documentation data to support contractual action. Investigates, researches and processes appeals, claims and litigation matters. Represents the agency in matters before the EEOC, MSPB, FLRA, and in alternative dispute resolution in Federal employment and labor law matters. Serves as a member or participant of various Boards: Serves on local Boards which, based upon the nature of the case presented by the Contracting Officer, recommends approval/disapproval or actually approves/disapproves the action as presented. Advises on personnel and labor law matters, Federal information practices, Federal administrative law; and DoD Standards of Conduct.

Qualifications

To qualify, applicants must possess the first professional law degree (LL.B. or J.D.). Applicants must provide proof that they are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Proof is a "certificate of good standing" issued by your state of licensure within 6 months of the date of application or a screenshot of your bar status taken from your state of licensure website dated within six (6) months. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good standing and in active status prior to appointment. Applicants must possess professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position. The experience described in your resume will be evaluated and screened for competencies needed to perform the duties of the position as described in the DUTIES section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education and training are relevant to the duties and responsibilities of the announced position. Your resume must show you have the competencies necessary to successfully perform the work of the position at the appropriate level. Applicant resume must demonstrate you have the competencies and quality of experience necessary to successfully perform the work of the position at the appropriate level, with at least one (1) year of recent and relevant Federal acquisition law experience at the NH-03 or GS-13 level or equivalent. The principal selection factors for this position follow: Ability to provide accurate, timely, responsive and ethical legal advice and counsel that addresses the operative facts and applicable law and provides clear and workable guidance. Ability to provide effective support working cooperatively with senior level civilian and military clients using problem-solving skills to facilitate consensus solutions. Analytical/legal ability (including issue identification, legal research, analysis of options, risk analysis, creative problem-solving). Excellent oral and written communication skills and proficiency as an advocate. Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues. Additional selection factors: Federal sector legal experience, preferably DoD, in the following is not required but will be given favorable consideration: employment, fiscal, Government contracts, intellectual property, information, or administrative law.
