This position is located in the Bureau of Global Health Security and Diplomacy (GHSD). GHSD leads U.S. diplomatic engagement to strengthen the global health security architecture and prevent, detect, control, and respond to infectious diseases, including HIV/AIDS; and leverages and helps coordinate U.S. foreign assistance and promotes international cooperation to better protect the U.S. and the world from health threats by enhancing national, regional, and multilateral systems and policies.
Duties
The Bureau of Global Health Security and Diplomacy plays a key role in elevating and integrating global health security as a core component of U.S. national security and foreign policy.
Requirements
- U.S. Citizenship is required.
- Must be able to obtain and maintain a Top Secret security clearance.
- Incumbent will be subject to random drug testing.
- Requires a financial disclosure statement, OGE-278.
- Verification of employment eligibility in the United States is required.
Qualifications
Applicants MUST meet the qualification requirements described below:
All applicants must submit separate narrative statements covering the Mandatory Technical Qualifications (MTQs) listed below in order to receive consideration for the position. When addressing to the MTQs, you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position. Your narrative response to the MTQs should be clear and emphasize your level of responsibility, scope, and complexity of programs managed, program accomplishments with results of your actions, policy initiatives, and level of contacts. Include in your responses all efforts/accomplishments related to diversity, equity, inclusion, and accessibility (DEIA) initiatives. Your narrative response is limited to two (2) pages per MTQ.
For this position, applicants' experience and resume should explicitly demonstrate the following:
MTQ 1: Comprehensive understanding of the principles of global health security, and pandemic prevention, preparedness, and response as related to outbreak preparedness and response, global health security development, international health regulations, pandemic accord negotiations, research, public health policy, and practice and training. This includes providing instruction, guidance, and advice to senior leadership on a wide variety of infectious disease issues and on national security matters.
MTQ 2: Knowledge of the Federal statutes, pending legislation, Executive Orders, court decisions, and Administration policies relating to matters and issues affecting the delivery of international health security programs. This includes experience with critical issues and developments related to global health security and strategies and initiatives to strengthen global health security and infectious disease outbreaks and pandemic preparedness and response.
