Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as experience managing assistance projects which includes grants and cooperative agreements to support research, training, demonstration, public education, special projects, and/or fellowships. Experience providing quality assistance information to Agency personnel, recipient organizations, or Federal agencies, State and/or local officials regarding assistance requirements and procedures.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Skill in oral communication.
Knowledge of the subject area, Federal Legislation, and existing programs to define major issues and lead to new or revised legislative policy proposals.
Skill to perform in depth analysis of the wide variety of factors\issues relating to the establishment and administration of inter-agency agreements, environmental assistance for a complex array of environmental programs including research, demonstration, training, and special studies grant programs.
Ability to resolve issues by evaluating options and/or alternatives for decision making.
Skill to develop sources of information, identify and analyze major issues, coordinate with other specialists, negotiate assistance requirements with potential recipients and Agency program offices, resolve assistance audits, make independent judgments and evaluations concerning recipient management and performance systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
