Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 4 position. The minimum pay for this position is $175,785. Pay is set based on consideration of the selectee's current salary and other factors. Routine and situational telework may be approved at the discretion of the supervisor. Veterans preference does not apply to the Senior Executive Service (SES).

Duties

As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant. The Director, Technical Service Center is located in the Bureau of Reclamation at the Department of the Interior and reports to the Chief Engineer. The incumbent will be responsible for specific duties below. The incumbent carries out the following specific responsibilities: 1. The Director, Technical Service Center is responsible for providing direction for all functions within the Technical Service Center. Directs and coordinates support for Reclamation's critical technical capabilities to sustain water and power facilities and protect long-term investments; and maintenance of engineering, scientific, and economics support as related to operations of reservoirs and rivers, environmental restoration and protection, and structural integrity and safety. Directs and coordinates all areas of engineering and technical support throughout Reclamation including project investigations; formulation, recommendation, and conduct of investigative programs of highly technical and scientific nature, including the preparation of broad hydrologic, engineering, and economic plans and long-range water reconnaissance studies; and maintenance of the adequacy of plans, governing the collection of environmental data in connection with establishing new Reclamation projects and the extension or refinement of existing projects. 2. Responsible for analysis of the technical and engineering aspects of Reclamation water distribution and control facilities, including their operation and maintenance, all classes of irrigation work, and related river regulation facilities. 3. Provides technical support and implementation on environmental protection and enhancement, including water quality, abatement of sedimentation, salination, pollution of water supplies, soil erosions, and hazardous waste materials. Analyzes, and provides advice to the Commissioner, Deputy Commissioner - Operations, and Chief Engineer, on legislation pertaining to water resources project development. Collaborates with Reclamation senior leadership in the formulation of specific recommendations to improve Reclamation programs, policies, and operations. 4. Provides executive leadership, management, and coordination to the various major technical work phases and functions for the Commissioner, Deputy Commissioner - Operations and the Chief Engineer. The work phases and functions are particularly complex because of their magnitude, their interrelationships, and overlapping characteristics, public policy considerations, multiplicity of interests, feasibility and repayment requirements, long-range research aspects, and requirements for extensive contact within the agency, other governmental and quasi-public agencies at all levels, industrial concerns, special interest groups, and individuals. Applicants who meet the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Each candidate's background including experience, education, awards, self-development, and training will be reviewed. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation Mandatory Technical Qualifications (MTQs)- *Required Documentation* MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative response must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results. Expert knowledge in the field of water and power resources management, development, and technical support. This includes engineering, dam safety, research analysis and studies, laboratory services, water resources development or conservation, natural resource sciences, operations and maintenance, and/or other related engineering and scientific experience in support of water and power resources. Demonstrated experience to provide these services in a cost competitive manner on time and within budget and to effectively manage a large workforce in a sustainable manner. Challenge-Context-Action-Result(s) (CCAR) Model. CCAR Model is outline below. When addressing the ECQs and MTQs, you are strongly recommended to utilize the CCAR Model. Each ECQ or MTQ statement should include more than one example of relevant experience. Challenge: Describe a specific problem or goal. Context: Talk about the individuals and groups you worked with, and/or the environment in which you worked, to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action: Discuss the specific actions you took to address a challenge. Result: Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken. You are required to submit separate narrative statements for each ECQ and MTQ to receive consideration for this position. Education

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not allinclusive.)
