A successful candidate in this position will serve as the Director of the Office of Nuclear Forensics, responsible for managing the activities of the Office, which requires providing technical interface, administering, coordinating, integrating, supporting, and implementing critical and high-visibility programs for the Department of Energy (DOE) and managing departmental Nuclear Emergency Support Team (NEST) nuclear forensics response assets and capabilities.
Duties
As the Director, Office of Nuclear Forensics you will
Oversee the Office's programs in accordance with statutory requirements, pertinent laws and regulations; provide guidance on delivery and coordination of Office products; plans and coordinate work of the Office to ensure effective nuclear forensics programmatic execution, oversee budget development, execution and continued analysis of Office funding priorities; ensure the development and coordination of nuclear forensics training and exercise activities.
Provide direction for evaluating program performance against established metrics, and ensure that program planning, performance, budget and reporting documents comply with policy and operational requirements.
Maintain and improve operational readiness and minimize negative impacts on personnel, environment, and DOE facilities. Plan, lead, coordinate, and execute the DOE/NNSA Nuclear Emergency Support Team's (NEST) Nuclear Forensics drills, exercises, evaluations, trainings, assessments; and oversee the execution of response activities.
Serve as the recognized technical advisor, providing expert advice on complex nuclear forensics issues, and serve as spokesperson at regional and nationwide meetings, committees and working groups to propose, defend and/or analyze nuclear forensics performance criteria.
Implement Nuclear Forensics standards, regulations, best practices, training, and procedures.
Ensure that the Office's strategic plan, mission, vision, and values are consistent with the NNSA Strategic Plan and integrated direction and exercising of deployed assets.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., (NN/NQ-03, EN-03 or GS-13). Specialized experience for this position is defined as:
1. Experience leading and coordinating with operational staff of federal agencies or state representatives during an emergency management response.
2. Experience building partnerships and coalitions with federal, state, and/or local partner communities to fully integrate response capabilities.
3. Experience developing and applying emergency operations procedures and programs.
