Duties
This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary - Policy, Management, and Budget, Office of Native Hawaiian Relations, in Honolulu, HI.
At the full performance level (GS-08) the major duties of this position include but are not limited to the following:
Examines, analyzes, plans, and research title, survey, and historical records pertaining to lands originally set aside for, selected by, or conveyed to the Hawaiian Home Lands Trust (Trust), Hawaiian Homes Commission (Commission), or State of Hawai'i Department of Hawaiian Home Lands (DHHL).
Analyzes and examines title cases. Plans, organizes, conducts research, and analyzes legal documents pertaining to each specific case worked. Determines legal sources which apply, defines issues, and determines applicable principles of law in adjudicating cases.
Examines extensive chain of title, validating and certifying land/parcel title documents, and reviewing the last certified and issued Title Status Report.
Assists the State of Hawai'i Department of Hawaiian Home Lands with reviewing their current and prospective projects and linking them with Federal funding opportunities to complete those projects.
Represents the agency with Native Hawaiian Community Leaders and Native Hawaiian organization program managers, Federal and State officials, and Universities to answer inquiries and resolve controversial issues and problems.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS-08: $56,602 - 73,581 (per annum).
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
NOTE: This is a TERM appointment. Appointments to this position, however, will not convey permanent status in the Federal service and will be for a period not to exceed 48 months.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience
To qualify for the GS-08, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Interpreting land plats and survey maps; and
2) Researching historical title documents in 'olelo Hawai'i and English to resolve issues or potential issues; and
3) Preparing technical materials for management review and presentations.
Must meet all.
This position requires the incumbent to, at a minimum, have a limited working proficiency of the Hawaiian language ('olelo Hawai'i). Limited working proficiency means: (a) speaking - able to satisfy routine social demands and limited work requirements; (b) reading - able to read simple prose, in a form equivalent to typescript or printing, on subjects within a familiar context. If selected for an interview, the applicant may be required to demonstrate their ability to communicate by speaking, reading and/or writing the native language.
