This position is for a Program Support Assistant in the Primary Care Service at the Birmingham VA Medical Center.
This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be:
1st Area of Consideration: Current permanent Facility (including satellites) employees.
2nd Area of Consideration: Current permanent VA employees (including VEOA).
3rd Area of Consideration: All other Status candidates.
Duties
Major duties and responsibilities of this position include, but are not limited to, the following:
Maintains and codes time cards for more than 350 employees through the timely and accurate inputting of time and attendance data into the prescribed timekeeping software.
Determines the entitlement of the employee based on when the hours of work are performed to determine qualification for premium pay such as Sunday, holiday, night differential, overtime, and the need for time card corrections.
Uses attention to detail and organized thinking to accurately, but efficiently manage work patterns (e.g., prioritizing tasks based on importance and urgency, being able to work efficiently, having structured and reliable file and data storage and retrieval practices, and budgeting time to meet deadlines).
Creates effective, appropriate written messages and documentation (e.g., uses correct grammar, punctuation, spelling, clarity, tone, detail, and conciseness).
Consistently communicates and treats customers (Veterans, their representatives, visitors, VA staff, and all others) in a courteous, tactful, and respectful manner.
Combines oral and written skills to train new managers on timekeeping procedures and serves as an ongoing consultant to established managers on timekeeping issues to help ensure managers meet payroll deadlines.
Helps ensure recruitment packets and all other human resources related actions and other work is prepared, submitted, and flows accurately and timely throughout the entire processes.
Assists others regarding the preparation of requisitions and purchase orders, ensuring adherence to policies and regulations.
Work Schedule: Monday to Friday, 07:30 AM to 04:00 PM or 08:00 AM to 04:30 PM. Other options may be negotiable. Schedule agreed upon may vary based on the needs of the service line. Work on some evenings and/or weekends may be required.

Time-In-Grade Requirement: There is no time-in-grade requirement for this position.
You may qualify based on your experience and/or education as described below:
GS-05:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience where you were responsible for providing clerical and/or administrative support; collecting, compiling and tracking data and information; Timekeeping duties; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; ability to research and gather data; and knowledge on principles and techniques relating to human resources. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed four (4) years of education above the high school level in any field which high school graduation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year of post high school education.

Physical Requirements: Work is performed in a typical office setting and performed while seated at a desk for potentially long periods of time, with limited stooping, lifting (less than 50 pounds), bending at files, and walking within the medical center.
