The primary purpose of this position is to perform technical work in support of planning functions which includes but is not limited to site and facility investigations and audits, problem resolution and planning future actions to correct identified problems, and to develop supporting documents and drawings to define, document, and record plans and progress.
Duties
Accomplishes complex Computer Aided Drafting (CAD) service, including geometric land surveys.
Work independently to perform a variety of tasks related to programming, comprehensive planning engineering studies and design, engineering methods, techniques, principles and process.
Assist higher graded engineers and technicians in the performance of difficult facility engineering projects involving the repair, maintenance or modernization of equipment, systems or structures of moderate scope and complexity.
Provide general and technical services in support of the operations and mission of this organization.
Complies with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

- The work is mostly sedentary; however, the position does require the ability to walk significant distances, climb stairs and ladders in the effort to survey facilities and to determine the condition of facility systems.
- The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices and meeting rooms
- May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
- This position may require the employee to occasionally travel from the normal duty station on military or commercial aircraft
- Complies with safety rules and procedures and performs work in a manner that enhances the safety of the work environment
- Maintains awareness of work environment safety procedures and promptly reports unsafe practices and/or procedures, accidents, injuries, and/or violations to the supervisor
- Uses personal protective equipment when required and complies with occupational safety and health directives

This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:
methods and techniques of engineering or architecture; and
construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: accomplishing complex Computer Aided Drafting (CAD) service, including geometric land surveys; works independently to perform a variety of tasks related to programing, comprehensive planning, engineering studies and design, engineering methods, techniques, principles and processes; assist higher graded engineers and technicians in the performance of difficult facility engineering projects involving the repair, maintenance or modernization of equipment, systems or structures of moderate scope and complexity; provide general and technical services in support of the operations and mission of this organization; complies with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of engineering technician practices, methods, processes, operations, and techniques.
Knowledge of current automation technology and practices essential for the accomplishment of engineering technician work, i.e., Computer-Aided Design and Drafting (CADD) and Automated Design technology (ADT) techniques.
Ability to read engineering and architectural plans and specifications and to analyze and assist in the design of facilities.
Knowledge of engineering drafting principles, methods, and techniques to prepare final engineering design and contract drawing.
Knowledge of land surveying principles, methods, techniques to review survey.
Skill in interpersonal relations.
Ability to plan and organize work independently, to gather, analyze and present facts to research analyze, interpret and apply rules, regulations and procedures to develop and utilize appropriate data collection techniques.
Knowledge of safety and occupational health practices as they relate to engineering technician performance requirements.
Knowledge of organizational and functional responsibilities and operations of the employing organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
