This position is located in Missouri State or Area Office in USDA/Rural Development (RD).
This vacancy is to fill (3) position in the location listed above. Must report for work to any of the listed duty locations.
This is not a remote position.
Duties
Serves as senior staff specialist for the state on SFH loans. Conducts or directs special studies of program activities and problems.
Recommends and develops/oversees the development of state-wide directives standards, guides, procedures, administrative notices, informational releases and training materials for use of personnel in the assigned area of agency program work.
May process loans/grants as needed to respond to peaks in demand.
Maintains a knowledge base of RD programs sufficient to design and conduct or oversee marketing and outreach to rural residents, organizations, and stakeholders.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-12: Applicants must have 1 year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrate: Experience in the development, oversight and recommendation of directives standards, guides, procedures of the statewide rural housing program operations; implement and conduct state internal control reviews to ensure the integrity of financial and accounting information and accountability; conduct training for the statewide housing program; assists in the implementation of the agency outreach and marketing program; ensure the fair housing requirements are met for the loan program; provide appropriate leadership to ensure staff members have to tools, training, feedback they need to accomplish their jobs. Prepares budget(s), completes cost analysis, and monitors funding versus actual expenditures.
