The primary purpose of this position is: The primary purpose of this position is: To maintain an account of valid manpower requirements in compliance with resource allocation and organization policy and to conduct analysis evaluation and project management within the Manpower and Organization section assigned to the Force Support Squadron/Flight.
Duties
Studies the structure and/or functions of organizations with interrelated work processes and functions and accurately advises or proposes solutions to improve processes, and maximize mission accomplishment and resources utilization. Resolves complicated substantive problems affecting programs and requirements, and proposes new process flows, organizational structures, realignment of functions, and/or staffing levels to improve efficiency. Conducts studies that are complicated by the need to consider and evaluate the impact of changes in regulatory and legislation requirements, long range program goals, etc. Develops innovative solutions to identified process and work limitations. Collects and analyzes pertinent organizational processes, workload data and information to improve and streamline process flow to quantify and justify resource requirements; develops statistical and narrative data to justify any changes and recommendations.
Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions. Studies require significant adaptation of work methods and application of manpower/process standards. Reviews and validates inputs involving complex work processes or broad application to manpower requirements packages, manpower estimate reports, Manpower Determinants, and support agreements. Advises unit commanders in projecting utilization of unit capabilities in accordance with current Air Expeditionary Force guidance (DAFI 10-401).
Serves as the installation manpower expert with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with MAJCOMs, other base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals.
Provides complex management support services in the areas of strategic planning alignment, program manpower cost analysis, annual/multi-year/long range fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycles), and development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and unstable. Actively participates and facilitates management studies and strategic planning to improve organizational direction and focus using appropriate strategic planning tools and techniques. Advises wing and unit leadership on strategic alignment to improve the unit. Evaluates wing inspection deficiencies to resolve unit performance gaps. Performs Manpower Determinant applications to prepare detailed plans, budgets, and schedules for assigned programs and/or participates with management in fiscal planning (e.g., PPBS, etc.); responsible for effectively integrating requirements into the annual Program Objective Memorandum (POM). - If not previously successfully completed, incumbent must attend and successfully complete the Air Force Manpower Analysis Agency (AFMAA) Manpower Apprentice Course within 12 months of employee start date.

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Knowledge of management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Department of Defense (DoD), Joint Service and Air Force management engineering and organization principles, concepts, and methodologies.
2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations for complex, diverse organizations.
3. Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques.
4. Ability and skill gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to resolve complex problems of a broad range of functional areas; identifying changes and trends; and preparing and presenting briefings and reports.
5. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials at MAJCOM and HQ USAF to obtain information about organizational missions, functions, and work procedures.
6. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
