This position is located in the Office of Inspections, Office of Inspector General (OIG) for the Department of State and the U.S. Agency for Global Media (USAGM). The Office of Inspections (ISP) is responsible for conducting inspections of overseas missions and domestic bureaus or operating units. ISP also conducts subject-specific inspections that focus on a single high-risk area or program.

Duties

The incumbent serves as a team manager or team leader on a multi-disciplinary inspection team that independently conducts inspections, reviews, or compliance follow-up reviews. The composition of a team, which typically ranges from three – fifteen inspectors, is determined by the size of the inspected entity, the nature of the inspection, and available resources. The incumbent provides overall direction and professional leadership for the assigned inspection team. During each inspection cycle, the incumbent will work in close coordination with the inspection team, other team managers and team leaders, Division Directors, the Assistant Inspector General for Inspections (AIG) and the Deputy Assistant Inspectors General for Inspections (DAIGs), appropriate agency personnel, and other stakeholders. The team manager and team leader are accountable for the inspections conducted by the team and ensure that all work is in accordance with the Council of the Inspectors General on Integrity and Efficiency’s (CIGIE) Quality Standards for Inspection and Evaluation.

Requirements

  • Incumbent will be subject to random drug testing.
  • One year probationary period, unless excepted by regulation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Statement of Employment & Financial Interest required prior to appointment.
  • U.S. Citizenship is required.

Qualifications

Applicants must meet all qualification requirements, including education if applicable, and any selective placement factors described below by the closing date of this announcement.  Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook.  Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.  It is your responsibility to provide such evidence when applying.  Click on the link for a list of accredited organizations recognized as specializing in interpretation of foreign education credentials.NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.Applicants for the GS-15 grade level must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following: Experience in planning, overseeing, and carrying out all facets of an inspection. Experience in leading a diverse team in performing inspections work. Experience in quickly and effectively making recommendations on Department-level programs and activities. Experience in communicating effectively both written and orally with senior level management. Experience in applying CIGIE Quality Standards for Inspection and Evaluation and/or Government Accountability Office (GAO) Generally Accepted Government Auditing Standards. There is no substitute of education for specialized experience for the GS-15 position.
