Duties
Ensures contractor compliance with all requirements related to the design, manufacturing, repair, overhaul, and modernization of a variety of items for contractor and customer activities throughout the world.
Performs as a functional specialist and is responsible for identifying, understanding, proofing, measuring, and analyzing contractor production process capability; and for promoting continuous improvement.
Reviews contracts and related documents for adequacy and completeness, and identifies individual contract technical requirements.
Independently applies a wide range of methods, principles, and practices directly related to the quality control/quality assurance fields such as statistical analysis, control and sampling, and quality data analysis and evaluation.
Develops and implements a surveillance plan which begins with clear objectives supported by a master schedule that includes identification of contractor and sub-contractor production needs.
Collects and analyzes data and recommends and implements corrective action if adverse trends should occur.
Identifies sequence of tasks and reviews the relationship of each contractor's task to the next.
Prepares flow charts for complex processes and/or, if available, verifies the contractor's flow chart(s) against actual process flow(s).
Issues verbal and written Corrective Action Requests (CARs) and Continuous Improvement Opportunities (CIO) to responsible contractor managers/supervisors when deficiencies or improvement opportunities are discovered.
Independently perform audits/surveillance of contractor’s processes to ensure customer and contractual requirements are met.

- Must be a U.S. citizen
- Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access.
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
- Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 36 months of entry into position.
- Incumbent must acquire 80 Continuous Learning Points every 24 months.
Qualifications
Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
To qualify for a Quality Assurance Specialist NH-1910-03, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
Applying the full range of principles, concepts, and methodologies related to the quality assurance functional programs;
Establishing process measurement points and statistical techniques/methods to measure, analyze, and continuously improve processes;
Applying process-related practices, methods, and techniques such as statistical analysis; control and sampling; process proofing; and quality data analysis, in order to evaluate Government and contractor data and determine contractor compliance with the many aspects of quality control;
Performing investigations of defective material for cause and corrective action and initiate process improvements with the contractor as needed.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
