Duties

Administers Equal Employment Opportunity (EEO) Program, External Civil Rights, and Affirmative Employment programs exercising independent initiative and judgment to plan, direct, staff, evaluate, and execute a complete and comprehensive program. Provides advice and recommends appropriate courses of action to both the State and Associate State Directors on complaints of discrimination filed by employees and applicants for employment. Monitors the effectiveness of the EEO programs throughout the state to ensure compliance with EEO laws, regulations, and policies. Identifies, defines, analyzes, and recommends solutions to systemic EEO problems when they arise in the organization and implements effective changes. Proficient in use of data mining portals to conduct and review annual Office of Personnel Management (OPM), Disabled Veterans Affirmative Action Report (DVAAP), Federal Equal Opportunity Recruitment Program (FEORP), Hispanic Employment Program. Manages pre-complaint counseling program, Alternative Dispute Resolution (ADR) Program, and Affirmative Employment Program (AEP). Advises managers at all levels on all aspects of development and implementation of affirmative employment plans. Applies knowledge of Federal EEO laws, executive orders, regulations, policies, guidelines, concepts, and principles, including relevant judicial and administrative decisions, factors impeding equal opportunity, and Federal Personnel Management Laws. Ability to apply Federal EEO laws, executive orders, regulations, policies, guidelines, concepts, and principles to difficult and complex work assignments. Advises and consults with senior level officials regarding the development, design and focus of national policies and programs under the authority of existing EEO and civil rights laws, regulations, and Executive Orders. Coordinates/conducts annual workshops and conferences to train EEO staff and collateral duty counselors in their duties and responsibilities. Participates as a member of the Diversity Change Agent (DCA) team, and fully supports the Inclusive Workplace Initiative by collaborating and discussing strategies to elevate levels of awareness in addition to promoting diversity and inclusion. Skill in applying a wide range of program management techniques including program evaluation, program development, policy analysis, and organization of personnel and fiscal resources. Provides guidance to EEO Counselors in the conduct of official counseling activities, and when necessary, intercedes in bringing management and the complainant together for impartial resolution. Ensures their initial and ongoing development with their completion of the required initial 40-hour Basic EEO Counselor Training and subsequent annual eight-hours EEO Counselor Refresher Training Course. Ability to develop networks and collaborate across boundaries to build strategic relationships that facilitate achievement of goals. It includes the ability to partner with and build consensus with other to obtain information and accomplish goals. Fosters and develops working relationships with public and private groups, universities, minority and women's organizations, other special interest groups, Interior Department components, other Federal agencies, and State and local government. Utilizes well-developed interpersonal, counseling, and negotiating skills sufficient to effectively deal with a wide variety of emotionally charged problems, complaints, and lawsuits involving both managers and employees at all grade levels. Responds to The Office of Civil Rights (OCR) and Headquarters requests for information and reports in the established timeframes. Develops/assists EEO training to enhance awareness and sensitivity to issues of discrimination to include Annual Prevention of Sexual Harassment (POSH), No-Fear Act, Anti-harassment, disparate treatment, Diversity, Equity, Inclusion, Accessibility. Develops state or center policies and ensures that standards are met within the framework of EEO laws, precedent setting court cases, regulations, and policies issued from the Department and the Service.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. At the GS-12 Level: Have one year of specialized experience equivalent to GS-11 in the Federal Service developing, administering, evaluating, or advising on equal employment opportunity programs; ensuring EEO compliance, and providing consulting services to management that required knowledge of EEO regulations and principles and Human Resources administration. I have performed these tasks in coordination or consultation with supervisor or other subject matter experts. At the GS-13 Level: Have one year of specialized experience equivalent to GS-12 in the Federal Service developing, administering, evaluating, or advising on equal employment opportunity programs; ensuring EEO compliance, and providing consulting services to management that required knowledge of EEO regulations and principles and Human Resources administration. I have performed these tasks routinely and independently, keeping supervisor/manager informed of progress and potentially controversial matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
