About the Position: Serves as the Contract Specialist within the USA Talent Innovation & Assessment Group (USATIAG), ODCS, G-1, responsible for planning and execution of pre-award and post-award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction.

Duties

Plan the overall approach to meet contracting program objectives for procuring a wide variety of requirements for USATIAG. Determine appropriate method of procurement using a wide range of contracting methods and contract types. Procures a wide variety of services, commodities, and/or construction. Ensure price schedule is properly structured, prepare solicitation, determine sources to be solicited, issue solicitations and amendments, and determine the acceptability of offers based on an analysis of financial and technical information gained. Execute post-award contract performance management actions on assigned contracts. Negotiate and prepare contract modifications caused by changes in technical requirements, in quantities, ordering unpriced options, and similar issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
  • AWF Requirements: Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • AWF Requirements: Practitioner Career Level Certification must be met within 5 years.
  • AWF Requirements: Advanced Career Level Certification must be met within 4 years.
  • SECRET CLEARANCE-Must be able to obtain and maintain a Secret security clearance.

OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows:(1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; or you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below. Specialized Experience: One year of specialized experience which includes determining sources to be solicited; selecting appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems; procuring a wide variety of services, commodities, and/or construction; executing post-award contract performance management actions on assigned contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
