Salary: $49 025 - 97 034 per year

This position is located in the Department of Labor's (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), the Office of the Senior Procurement Executive (OSPE). The OSPE is responsible for the management and direction of DOL's acquisition system and mission; providing effective, ethical, and prudent business advice; and robust acquisition policies and services. This position is inside the bargaining unit.

Duties

Selectee(s) will report to an assigned DOL office location listed below on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington DC; Atlanta, GA; Boston, MA; New York City, NY; Chicago, IL; Dallas, TX; Philadelphia, PA; San Francisco, CA; and Beckley WV. The advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location. As a GS-9 Contract Specialist, major duties for this position include, but are not limited to:

Requirements

  • FAC-C level I certification is required to be obtained.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Contract Specialist, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, in the Federal Service. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. WE WILL NOT MAKE ASSUMPTIONS REGARDING YOUR EXPERIENCE. For the GS-7: Applicants must have at least one year of specialized experience equivalent to the GS-05 level of federal service. Specialized experience for this position is defined as: Experience that includes but is not limited to performing professional contracting functions for small contracts (contracts under the simplified acquisition threshold) such as developing, implementing, or maintaining all aspects of contractual support to fulfill the contracts mission, while ensuring compliance with detailed contract terms and conditions OR You may substitute education for experience as follows: One full year of graduate level education, or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. For the GS-9: Applicants must have at least one year of specialized experience equivalent to the GS-07 level of federal service. Specialized experience for this position is defined as: Experience that includes but is not limited to: Pre-award and post-award contractual functions which require the use of fixed-price, cost-reimbursement, or a combination of contract methods to procure acquisitions; conducting market research/analysis; analyzing proposals/quotes for services and/or commodities; developing procurement plans by reviewing historical data, market conditions, and specifications or technical data packages; developing procurement packages by obtaining or developing determination and findings, memorandums, justifications, and scopes of work; recommending award based on the best overall value to the government; assisting with or conducting negotiations during the procurement process; coordinating actions with customers, legal counsel, technical, and financial specialists representing various disciplines in the procurement process; compiling contract packages for execution to the Contracting Officer; ensuring all post award actions comply with all applicable laws, regulations, and Executive Orders; as well as knowledge and proficiency of an electronic Contract Writing and Management System. OR You may substitute education for experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Education

Basic Requirements:

A 4-year course of study leading to a bachelor's degree with a major in any field;

OR

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

*Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
