Duties
Develop technical skills in the outdoor recreation planning discipline to be able to analyze, evaluate, and coordinate matters involving recreation planning, development, and use under the clear direction of a higher-level specialist..
Review recreational program policies and assist in data analysis document preparation in environmental and project planning.
Monitor and inspects the operation of public-use sites, permits, recreational facilities and/or concessions and reports issues; respond to inquiries,
perform routine visitor contact.
Collect and review data for inclusion in financial and program work plans.
Maintain effective working relationships with academic, government and non-government institutions within public land management.
Participate on interagency and/or interdisciplinary teams and committees to discuss recreation planning.

Qualifications

At the GS-05 Level: Three (3) years of general experience equivalent to GS-04 in the Federal Service that provided knowledge of the requirements and practices of outdoor recreation planning or natural resource utilization and conservation. At this level, assignments require a good working knowledge of a special subject matter and the exercise of independent judgment in accordance with well-established policies, procedures and techniques; OR completed a four year course of study leading to a bachelor`s degree with major study in outdoor recreation planning or a related field such as sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management & conservation, civil engineering, urban planning, or recreation; OR an equivalent combination of the general experience and education described above.
At the GS-07 Level: One (1) year of specialized experience equivalent to GS-05 in Federal service. Examples of specialized experience include demonstrated ability to plan & coordinate the use of land, water & related resources for recreation & conservation purposes; carry out designated portions of an inventory of existing recreation resources; analyze problems to identify significant factors, gather pertinent data and recognize solutions; plan and organize work; and communicate effectively orally and in writing; OR completed a bachelor's degree in outdoor recreation planning or a related field AND meet the provisions of with Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); OR completed 1 full year of graduate education or a master`s or higher degree in outdoor recreation planning or a related field that included 1 or more courses in outdoor recreation; OR an equivalent combination of the specialized experience and graduate education described above.
Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate/graduate education. Undergraduate/graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled

Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 20% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.

Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
Education
This position falls under the General Outdoor Recreation Planning Series, 0023 Individual Occupational Requirements (IOR).
Individual Occupational Requirements (IOR):Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation.
Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. -OR-Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:
- Ability to deal with people of differing backgrounds and behavioral patterns.
- Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
- Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
- Preparation or review of plans and programs for natural resource utilization and recreation area development.
- Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
