Duties
Major Duties:
The primary purpose of the position is to provide administrative information and assistance to supervisors and managers of the Outer Banks Group. The incumbent will provide customer service and support for the practical and technical aspects of office administration. This includes human resources, budget, acquisition, property management, and other administrative support services. This position in large part supports work remaining in the Parks after the implementation of the Serving Human Resources Office (SHRO). This series includes performing clerical assistance or technical work that requires knowledge of the procedures and techniques involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines.
Area Information:
The Outer Banks are comprised by several towns including Manteo, Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. The area is a beach destination. The beaches, as well as Albemarle and Pamlico sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other watersports. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. The Outer Banks has many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants. Cost of living on the Outer Banks is somewhat expensive as compared to other eastern North Carolina communities.

Qualifications
All qualifications must be met by the closing date of this announcement-02/09/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
SELECTIVE FACTOR: This position requires candidates to be proficient in typing. In addition to meeting the experience and education requirements below, candidates MUST be able to type 40 words per minute (based on a 5-minute sample with three or fewer errors). To demonstrate this proficiency, your resume must clearly indicate that you possess the ability to type at least 40 words per minute. You may also submit a performance test result taken within the last 3 years.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performing administrative functions such as payroll, personnel, travel, and/or correspondence, using office procedures and equipment, organizing and analyzing numerical information, and meeting and dealing effectively with others. You must include the hours per week worked in your resume or you will be found not qualified.

EDUCATION: Successful completion of at least 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. You must include your transcripts if qualifying based on education.

Successful completion of a combination of education and experience as described above. To combine education and experience, only education in excess of the first 60 semester hours (i.e., beyond the second undergraduate year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The total combined specialized experience and education must equal at least 100 percent of the required length of the specialized experience to qualify. You must include a copy of your transcripts in your application package.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
