You will serve as a Canine Instructor, taking the lead on the training and care of detector dogs that are used to inspect outbound cargo, vehicles, and flights for BTS, as well as the canine handlers and lower graded Canine Instructors assigned to the canine program.

Duties

The duties may include, but are not limited to: Provides regular and advanced training to Canine Handlers and Instructors as appropriate. Oversees and tracks canine health care, kennel care and maintenance, and training records. Conducts annual proficiency training to all existing Canine Handlers, Canine Instructors, and evaluates handlers and instructors following completion of proficiency training. Provides new employee orientation, canine program familiarization, protocol training, and testing. Assists the Canine Program Manager and Assistant State Director with hiring of new personnel. Submits recommendations to management that may result in revisions of training programs and/or adaptation of new training programs or learning modules (e.g., Canine SOP) for WS-Guam. Designs, updates, coordinates, and conducts initial and annual proficiency training for external agency vertebrate detector dog program handlers and instructors. Designs, updates, coordinates, and conducts initial and annual proficiency training, as requested and mutually agreed upon by NDDTC and WS-Guam. Designs, develops, delivers, and evaluates specific course content(s) or materials related to training programs for detector dogs and program personnel within BTS detector programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Utilizing working dogs and training working dogs and their handlers to inspect cargo, luggage, vehicles, aircraft, urban or wilderness areas (not a complete or exhaustive list) in an indoor and outdoor setting for one or more target odors. Providing evaluations and quality control tests to canine handlers and their dogs. Strong knowledge of the principles and theory of detector dog training, with previous detector dog training done independently. Experience with canine health care, be able to track, organize, and maintain canine health records, and experience establishing and maintaining strong working relationships with veterinarians. Designing, developing, and updating course content or materials related to multiple training programs for detector dogs and personnel for different subject matter areas. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related Equivalent combinations of education and experience are qualifying for this grade level. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
