About the Position: This position is with the Defense Health Agency, located in the Library Services Department, under the Director for Medical Education, at the Naval Medical Center, Portsmouth, Virginia. The primary purpose of the position is to assist the Library Services Department Head and the Health Sciences Library Division Officer in providing all facets of Health Sciences Library service.
Duties
Perform comprehensive literature searches, functioning as the primary searcher to provide reference assistance to physicians, nurses, dentists, allied health professionals, health care administrators, patients, and their families.
Assist the Library Services Department Head and the Health Sciences Library Division Officer in providing all facets of Health Sciences Library service.
Maintain Health Sciences Library reference databases.
Implement, coordinate and maintain virtual reference service.
Provide and direct staff in providing specialized reference service to clinical and administrative staff, as well as those engaged in research and training activities.
Provide research and bibliographic services requiring extensive and specialized subject and bibliographic expertise.
Manage Health Sciences Library serials.
Prepare user guides that enable NMCP staff and beneficiaries to use online databases and print resources.
Authenticate access to online serial subscriptions and prepare print and online password lists.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

Basic Requirement for Librarian:
Completion of one full academic year of graduate study in library science in an accredited college or university in addition to completion of all work required for a bachelor's degree. (NOTE: You must attach a copy of your transcripts for verification.)
OR
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. AND
Specialized Experience:
One year of specialized experience equivalent to the GS-09 grade level in the Federal Service which includes providing reference and research assistance to library clientele including health care providers and/or clients working in a medical field; applying library concepts and principles to research and bibliographic services to maintain materials for current and future user needs; and utilizing automated databases in support of library operations to perform daily functions such as comprehensive literature searches and data manipulation.
OR
Three full years of progressively higher level graduate education in library science, or a doctoral degree (Ph.D. or equivalent) related to the position. (NOTE: You must attach a copy of your transcripts for verification.)
OR
A combination of education and experience as described in 1 and 2 which may be used to qualify for this position as long as the computed percentages of the requirements is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
