About the Position: Serves as specialist and technical advisor responsible for planning, coordinating and compiling complex financial data related to budgeting, reporting, training, financial management, auditing, accounting, contracting and miscellaneous payment procedures and concepts. This position is located at Fort Eustis, VA.
Duties
Serves as a Financial Systems Specialist responsible for planning, coordinating and compiling complex financial data related to financial management procedures and concepts
Coordinates the interrelated processing of all financial transactions (program, funds, commitments, obligations, disbursements, and collections) with serviced activities ensuring a smooth flow of input through the standard systems.
Analyzes, develops, modifies, and maintains accounting systems to advise managers of changes to operations and to format new reports to satisfy management information requirements.
Reconciles, validates and certifies IMS lodging payments in Wide Area Workflow (WAWF) and International Military Student miscellaneous payments in General Fund Enterprise Business System (GFEBS).
Requirements
- This position requires the incumbent to obtain (within 24 months of your appointment) a Financial Management Level 2 Certification, designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.
- Appointment to this position is subject to a one- year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Experience analyzing financial management account records; 2) Experience advising on budget /financial management program planning. 3) Experience performing cost analysis for organizational programs;4) Experience recommending corrective action required for financial transactions; and 5) Experience interpreting financial management policies, procedures, and regulations that affect program objectives This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
