This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

As a Licensed Provider for the Department of Veterans Affairs, you will practice independently in the provision of psychological services, engage in professional and scientific work which relates to behavior, capacities, personality, interests, emotions and mental disorders. Consulting with peers and supervisors as appropriate. Major duties and responsibilities include: The Workplace Violence Coordinator (WPVC) directs the administrative and clinical aspects of the Workplace Violence Prevention Program across the Central Texas Veterans Health Care System (CTVHCS). The incumbent has responsibility for coordinating interdisciplinary staffing by chairing the Disruptive Behavior Committee (DBC), the Employee Threat Assessment Team (ETAT), and managing the Disruptive Behavior Reporting System (DBRS). The incumbent works closely with Education Service who oversees the Prevention and Management of Disruptive Behavior (PMDB) Program. The WPVC is responsible for overseeing the day to day business of the committee, producing agenda and minutes and follow-up of all decisions of the DBC at the monthly meetings, maintaining knowledge and use of the latest evidence-based risk assessment and management literature and tools, conducting clinical threat/risk assessments of Veterans and veteran-generated disruptive behavior to determine recommendations for risk mitigation to use in consultation with providers, clinical staff and DBC members, informing and providing clinical intervention in cases of disruptive or violent behavior history or assessed risk for such behavior, providing education to staff, and providing timely and accurate responses to action items regarding the DBC or Workplace Violence Prevention Program. The WPVC will interpret National WPVP guidelines and write local policies, procedures and program guidelines in the development, planning, operations, and continuous performance improvement of the program. The WPVC will have oversight of the Employee Threat Assessment Team (ETAT) and works in collaboration with Education Service on the delivery of the Prevention and Management of Disruptive Behavior (PMDB) program. The WPVC will collaborate with other departments to manage the use of data related to these programs regarding day to day functioning, effectiveness, and program evaluation. The WPVC will also assist in educating staff in recognizing signs and factors of potential danger, ways to de-escalate disruptions, and identifying VA resources that can directly address individual needs to help improve the quality of veteran care and reduce overall risk. The WPVC will collaborate effectively with legal representatives, the Office of the Inspector General, court officials including the Assistant U.S. Attorney, police (VA and community), and other consumers and/or community providers when necessary. The WPVC will be responsible for responding to FOIA and Congressional requests and inquiries directed to the DBC and/or the WPVC. The WPVC reports to the Director's Office and maintains primary responsibility for the development and implementation of all Standard Operating Procedures (SOP's). However, the WPVC must work with several different services and programs (i.e. Medicine, Mental Health, Nursing, SW, safety Officials, VA Police, Senior Leadership, Regional Council, Pharmacy, and others) to develop specific procedures. The WPVC has oversight and administrative authority over all programming and participates in program development, implementation, and evaluation. Additionally, the WPVC works closely with Mental Health Service leadership to develop strategic plans for the growth and development of the program. The WPVC is expected to remain engaged with service and hospital activities by serving on committees, participating in workgroups, and engaging in educational activities for staff and trainees. The WPVC also works with the service and hospital Accreditation Committees to ensure that all programming, documentation, and the physical environment meet or exceed current standards. Responsibilities include development and implementation of programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data-driven quality assurance process. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education Requirement - You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR, have a doctoral degree in any area of psychology and, in addition, successfully completed a respecialization program meeting both of the following conditions: a) the respecialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are am applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internship Requirement - You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR, New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR, VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR, Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification). NOTE: Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia. Exception: Non-licensed applicants who otherwise meet the eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. 7405 (c)(2)(B) for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment. Experience: In additional to meeting the basic requirements as stated above, you must have the following: GS-13 Level: at least 2 addition years of experience, with at least one year equivalent to the GS-12 level, as a professional psychologist that was obtained through employment as a psychologist or through participating in a supervised post-doctoral psychology training program that demonstrates 1) active professional practice that was paid/non-paid employment and/or 2) a full, current and unrestricted license. To be creditable, the experience must have required the use of knowledge, skills, abilities and other characteristics associated with current psychology practice: Demonstrated Knowledge, skills, and abilities. In additions to experience, the candidate must demonstrate the following KSAs: Knowledge of, and ability to apply, professional psychological treatments to a full range of patient populations. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. Knowledge of clinical research literature. *Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties performed. Assignment. This is the full performance level for staff psychologists. At this level, psychologists are licensed to practice independently in the provision of psychological services, consulting with peers and supervisors as appropriate. They may be assigned to any VHA program and setting, such as inpatient or outpatient medicine, primary care, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Compensation and Pension, Vet Centers, and the VHA National Center for Organization Development. Psychologists diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders. Among the modalities provided are individual, family, and group psychotherapies and other interventions such as behavioral health and community interventions. Psychologists consult with medical center staff on a wide variety of patient care issues. Preferred Experience: Full/Unrestricted License for the Practices of Psychology from a State (U.S.) Licensing board. Experience in maintaining appropriate records and follow-up data on patients who are their responsibility. Experience interacting with referral sources using both verbal and written communication. Experience working with interdisciplinary teams. Experience coordinating quality improvement projects around disruptive behavior. Experience in evidence-based, data-driven, behavioral threat assessment and management practice. Physical Requirements: The work involves physical activities typically found in an office-based work environment (standing, walking, bending and lifting of items) and is primarily sedentary, although some physical effort may be required. The incumbent uses computer and keyboard extensively. Must be emotionally and mentally stable.
