Duties
Duties: Counternetwork analysis in support of communications targeting and call-chain analysis efforts on behalf of Homeland Security Investigations (HSI) Arizona SAC Intelligence Program. Majority of work will be expected to be performed within the SCIF environment under the direction of a Supervisory Criminal Analyst (GS-0132).
Duty Description: HSI is the principle investigative arm of the U.S. Department of Homeland Security (DHS) and the second largest investigative agency in federal government. ICE has more than 20,000 employees in more than 400 offices in the United States as well as 47 foreign countries around the world.

HSI is responsible for investigating a wide range of domestic and international activities arising from the illegal. movement of people and goods into, within, and out of the U.S. HSI Criminal Analysts work in partnership. with special agents and other federal, state, and local enforcement agencies to investigate:
Transnational Criminal Organizations (TCO) and gangs.
Narcotics Trafficking.
Counterproliferation, Weapons Trafficking and Sensitive Technology Exportation.
Financial crimes.
Human Trafficking.
And other crimes exploiting the U.S.'s travel, trade, financial and immigration systems.
Individual will be asked to support ongoing TCO investigations and target development leveraging U.S. law enforcement communication exploitation systems and databases and integration of IC resources to illuminate the network. Ideal candidates will be able to do so through an understanding of communications technology. and analysis; social networking; apply new techniques to develop targets; and craft reports of analysis to document findings.
Position Expectation: This is a non-reimbursable JDA. Most work will be conducted in offices in Scottsdale, AZ and/or Tucson, AZ, but some local travel may be required. Most work will be conducted during normal business hours (M-F 7:30AM-4:00PM). The selected candidate will be detailed to the position at his or her current grade and salary. The selected candidate should be well organized and handle multiple assignments in a fast-paced organization. Detail of 12 months with an option to extend twice for an additional 12 months; not to exceed 36 months.
Requirements
- Must be a current permanent Federal employee
- Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
Qualifications
Qualifications required:
This position requires a TS/SCI clearance. All applicants will be required to submit law enforcement agency suitability adjudication.
Interpersonal, organizational, and problem-solving skills in working with individuals at all levels of HSI Arizona, HSI Office of Intelligence (where appropriate) and the IC communities in justifying, negotiating, and supporting targeting efforts.
Ability to work effectively both independently and in a team environment.
Capable in processing and evaluative complex intelligence issues and develop innovative methods, criteria and processes for applying new policies to address those issues.
Ability to assess disparate information and data based on experience in order to effectively present a summary of the information. The selected candidate should be flexible and able to synthesize information across multiple domains.

Experience:
Relevant experience of at least three years in communications metadata analysis and data processing. Must have a demonstrated ability to leverage unclassified systems and NTM integration. Training on U.S. law enforcement communication analysis tools will be provided by the agency.
Experience must also include the ability to perform analysis using multiple systems and indices; writing, editing or producing technical/ analytical products or reports; conduct research and analysis; data information management into a system of record.
Completion of military or IC training in relevant area (such as Signals Collection, Analysis program, and/or cryptologic analysis) will be considered towards the relevant experience requirement (i.e. a 24-week course will count as 6 months experience).
Experience in counternarcotics and counter-TCO preferred, but not mandatory.
Spanish language is beneficial, but not required.
