Vacancies will be filled in the following specialty areas:
CUSTOMER ASSISTANCE, RELATIONSHIP AND EDUCATION
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Develops leveraged partnerships with state and local/community organizations, as well as state and local government entities, that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships. Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards.
Develops, recommends and implements marketing plans, strategies for promotional/marketing programs, products and services including targeted key messages, information dissemination methods, and optimum communication vehicles. Develops and recommends effective, research driven marketing strategies for agency programs, products and messages. Independently exercises judgment and makes decisions in areas of uncertainty, interpreting and evaluating alternatives in an environment of continuing change and possible conflicting requirements.
Working with leveraged partners, reviews and analyzes taxpayers' financial information to recommend alternatives for filing and payment of federal taxes. Independently reviews tax liability issues, reviews data, identifies and addresses potential tax issues; explores issues to determine nature, scope and direction of inquiries; evaluates alternative courses of action to resolve issues/problems; develops marketing plans and products.
Plans, prepares and conducts, or arranges for leveraged partners to conduct, a variety of innovative and customized seminars, speeches, workshops and feedback sessions that highlight IRS benefits emerging issues and new legislation to targeted audiences.
Conducts technical studies and surveys to evaluate marketing efforts for demographic or customer segment assigned in order to measure and maintain quality of tax products and information disseminated. Implements or adjusts marketing practices or techniques according to data collected and/or customer feedback related to agency compliance activities.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience overseeing the development and dissemination of promotional products related to various matters, such as pertinent tax laws and regulations to tax issues;
Experience with the planning, development, coordination, and execution of promotional products to inform and educate customers, taxpayers, and/or partners on various matters;
Experience evaluating promotional methods and media choices;
Experience with consultative skills to develop leveraged partnerships;
Experience with implementation of principles and procedures for contracting and/or budget execution purposes;
Experience with interpretation of marketing data and refining methods and techniques;
Experience applying analytical and evaluative methods such as analyzing demographic and statistical marketing data to shape program development.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
