This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Hire Auth, 5 U.S.C. 9905, dated 10/15/2021 to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an ordering technician to purchase supplies and services and perform various related procurement functions in support of a multipurpose, hydroelectric generation facility.
Duties
Ensures that proper documentation, justification, authorization and approvals meet local and federal requirements and have complete and correct nomenclature and suggested sources.
Places orders through various automated ordering systems.
Prepares claims against delivery carrier in the event of damages and/or shortages on shipments of material and equipment.
Reviews and troubleshoots discrepancies in billings.
Assures charges are to proper accounts, discounts are taken, and invoices/verification of receipt of items attached.
Assists the Contracting Officer Representatives (COR) in the administration of service and supply contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to lift up to 20lbs in the regular performance of duties.

GS-05 Requirements
Specialized Experience: One year of specialized experience which includes using an automated ordering system to purchase supplies, materials, tools, or equipment for a large organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-06 Requirements
Specialized Experience: One year of specialized experience which includes applying procurement procedures to support purchase of supplies, materials, equipment, or services. Specialized experience also includes making business-related purchases using a credit card and reconciling statements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Logistics, Supply Chain Management, or Accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
GS-07 Requirements
Specialized Experience: One year of specialized experience which includes applying procurement procedures to support purchase transactions of supplies, materials, tools, and equipment for an industrial plant. Specialized experience also includes using a government purchase card and reconciling transactions at the end of each billing cycle. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
