This position is located in the Office of Community Care (OCC) of the Charleston VA Medical Center. The OCC Supervisory Program Analyst reports to the Chief, Office of Community Care. The Supervisory Program Analyst is responsible for planning, developing and executing actions to ensure the various medical business operations are effectively standardized and coordinated throughout the Charleston VA Medical Center.

Duties

Major duties include, but are not limited to: Analyzes, evaluates, and advises management on the effectiveness and efficiency of resource utilization, information management, in support of projects and plans for VISN programs' performance monitoring and evaluation. Develops and utilizes databases in a variety of clinical and administrative data repositories, data transformation services to access, extract, transform, and combine data sets from diverse systems into unified data sets and constructs SQL Server Integration Services (SSIS) packages to perform data updates and loading. Designs a wide range of qualitative and quantitative collection methods to perform national data analysis, data mining, reporting and program development for a variety of studies and projects related to workloads, workforce development, and program evaluation. Develops automated systems for tracking improvement, data trending, data reports, and balanced scorecards to support program development and to aid establishment of goals and objectives. Designs and implements dashboards, data reporting systems in Pyramid Analytics, Power BI, SQL Report Builder, Microsoft Excel, or other software tools to support decision making. Researches, investigates, and conducts comprehensive studies relating to the effectiveness and efficiency of healthcare operations across the network and presents findings, conclusions, and recommendations to VISN leadership and/or managers Serves as the key advisor and consultant to management in various technical areas involving survey planning, data management, data dissemination, data quality, implementation of statistical techniques, operational procedures, and cost estimates. Collaborates with various services and other team members, provides supports in design, development, and maintenance of content in SharePoint and other collaboration tool and data collecting tools. Applies management analysis principles, techniques, and concepts sufficient to lead/conduct studies designed to identify potential improvements in the way automation is applied to key business functions. Excellent communication (written and oral) and strong interpersonal skills. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: designing and conducting comprehensive analytical and evaluative studies and reviews; web development and presentation technologies, dashboard design and development; data transformation services to access, extract, transform and combine data sets from diverse systems; expert knowledge of VA data sets in a variety of clinical & administrative data repositories (SQL, VSSC, Pyramid, SAIL, local VISTA and DSS data sets); developing guidelines for the development of data management applications; and diagnosing and resolving highly complex data management problems and issues.
