THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY ACCOUNTING TECHNICIAN (T5), Position Description Number T5149000 and is part of the AL USPFO, National Guard. ORGANIZATION: USPFO, MONTGOMERY, AL SELECTING OFFICIAL: MR. J. DEKE HAWTHORNE ***THIS POSITION MAY BE AUTHORIZED A RECRUITMENT OR RELOCATION INCENTIVE FOR UP TO 25%***

Duties

1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. (40%) 2. Develops goals and objectives that integrate organizational and Comptroller Division objectives. Plans and develops work assignments, priorities and training required to effectively meet organization and customer needs. Establishes metrics and reviews performance indicators to assess the efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources and balances organization needs with overall mission requirements and resource interests. Reviews the work and management techniques of subordinate supervisors. Directs self-assessment activities of the accounting function. (30%) 3. Establishes, develops, and maintains effective working relationships with other Comptroller Division supervisors, unit supervisors, supported organizations, and higher headquarters. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and to resolve significant and/or potential problems. Identifies the need for, and participates in special projects and initiates milestones and goals. Evaluates, analyzes and responds to reports. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues impacting supporting organizations. (30%) Performs other duties as assigned.

Qualifications

EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the Specialized Experience listed below: Otherwise, the applicant will be considered unqualified for this position. GENERAL EXPERIENCE: Experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data. Experience in sorting and verifying receipt of documents; recognizing or matching forms containing names, numbers, and codes; and establishing a filing system. Experience verifying accuracy and completeness of documents, maintaining or reconciling accounts and records; researching documents for discrepancies in debits and credit entries and taking necessary action in balancing accounts; and entering, deleting, and retrieving data utilizing an automated system. Experience validating accounting data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports. Experience in correcting coding or other errors that result in computer generated rejects. SPECIALIZED EXPERIENCE: 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training in administrative, professional, or technical work that provided the opportunity to acquire knowledge of management principles, practices, methods, and techniques. Experience must have been in one functional area of accounting which included making objective and logical determination of facts. Experience developing, coordinating, and maintaining an integrated accounting system. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
