The primary purpose of this position is to report directly to the Chief, Selection Board Secretariat and serve as the Chief of Operations for the Selection Board Secretariat.

The employee exercises second level supervisory and managerial authorities over the Selection Board Secretariat staff and provides comprehensive advice on the full range of human resource management functions to the Chief, Selection Board Secretariat, key managers, and supervisors and to integrate the program objectives of the Selection Board Secretariat with related programs internal and external to AFPC.
DUTIES
Plans, organizes, and directs the activities of the AFPC Selection Board Secretariat, ensuring that promotion boards and associated programs comply with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents AFPC Selection Board Secretariat with a variety of installation and functional area organizations.
Establishes, defines, and implements requirements for promotion programs to ensure operations are in line with regulatory requirements.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location.
- Travel may include overnight stays.
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- Must be able to obtain and maintain the appropriate security clearance.
- This IS a supervisory position, and a 1-year probation period is required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the ability to establish, revise, or review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. The ability to ensure actions taken directly as well as those by subordinate supervisors promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. The ability to Research and determine or recommend appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Maintaining liaison with subordinate units, MAJCOM Functional Managers, and Directorates on military personnel management and resolving command manning issues. The ability and knowledge to Develop, interpret, and analyze data extracts and reports from automated HR databases and develops the most efficient and effective automated systems approaches for presenting HR reports and graphics for management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing administration of personnel programs.
Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques justifying regulatory program compliance, effectiveness, deficiencies, trends, as well as recommending promotion program enhancements and solutions.
Knowledge of organizational structures, missions, objectives, operating programs, key positions, administrative policies, and procedures used to conduct studies that support ad hoc team efforts. Identify, consider, and recommend alternatives to resolving substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
In-depth knowledge and experience in personnel processes for analyzing and measuring effectiveness, efficiency, and productivity of administrative and technical programs for conducting detailed analyses of complex work processes.
Skilled in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to senior-level management; and establish and maintain effective and positive working relationships.
Skilled experience and knowledge justifying, defending, and recommending end to end program decisions to HAF and SAF. Vast experience in past and current procedures and policies regarding USAF and USSF promotion boards, evaluation systems, and professional development (assignment) policies through public law, directives, and instructions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
