The Fargo VA Health Care System is recruiting for an Administrative Officer (AO) for the Primary Care Service Line. The incumbent serves as the operational support overseeing all areas within the service, leading, organizing, developing, executing, monitoring and controlling the delivery and coordination of care for the VAHCS. The position performs responsibilities to support the management of primary care services and in support of the Assistant Chief of Staff for the service line.

Duties

Duties of the position include, but are not limited to, the following: Provide support to specific primary care programs as well as special studies, surveys, projects, planning, and overall management Serve as advisor on matters related to the internal and external operations of the health care system Delegated full authority to make decisions on matters with the responsibility of the office and service line Direct supervision and responsibility for the development and assessment of assigned personnel Establish employee performance plans that align with agency and departmental goalsand objectives and complete annual performance appraisals Perform administrative and personnel management functions relative to staff managed and supervised Responsible for development of team and able to delegate authority to subordinate supervisors, offer guidance on problems solving, decision making, management skills, performance improvement and labor management relations. Extensive knowledge and insight into the medical and administrative programs at the facility Monitor and evaluate processes and performance of the VA facility to include clinic utilization, consult management, access, productivity, and others Coordinate the development and implementation of strategic and tactical plans for the service line Performs human resources management, budget and finance management, oversight and program analysis, office support services, document control, process improvement and foundational service support Identifies "Best Practices" and implements for use within the Health Care System and wider community Incumbent has non-direct supervisory controls over Primary Care Providers (PCPs) within PC services Assumes administrative and management responsibilities from the ACOS and Assistant Chief in support of the service line and mission of the facilities Participate in multiple committees, representing service line interests within the facility and outside Provide collaborative leadership, along with the Service Line Director in setting goals and measuring progress towards meeting those goals Ongoing evaluation of key metrics pertinent to service line performance and efficiency Responsible for execution of projects that will include compliance, usage and quality metrics as they relate to productivity, quality, efficiency and customer satisfaction Acts as liaison for the ACOS, serves as a resource, assisting in the resolution of problems, formulating and implementing changes Develop reports and projects that directly impact the service line and mission ** RELOCATION AND RECRUITMENT INCENTIVE AUTHORIZED FOR HIGHLY QUALIFIED CANDIDATES** Work Schedule: Monday - Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive understanding of health care administration and management of health delivery systems; Familiarity of pertinent laws, regulations, policies and directives that impact medical centers; Planning and/or management of fiscal/budget, human resource functions and personnel issues for service line; Ability to manage and facilitate personnel teams effectively; Performing statistical analysis and critically assess data; In-depth use of Microsoft applications and various data bases; Communicate both orally and written with wide variety of people. (This experience must be well documented in your resume or application package.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. (TRANSCRIPTS REQUIRED if utilizing education) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters level.. Physical Requirements: The work is generally sedentary. Typically, the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required. Incumbent is often faced with changing priorities and with meeting deadlines.
