Duties
As a basic requirement, applicants must demonstrate progressively experience that is indicative of senior level capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.
Specific Duties
The Chief of Staff is located in the Immediate Office of the Assistant Secretary - Water and Science at the Department of the Interior (Department) and reports to the Assistant Secretary - Water and Science (AS-WS). The office is responsible for carry out the statutory mandate to manage and direct programs supporting the development and implementation of national water and science policies.
The incumbent carries out the following specific responsibilities:
Serves as the principal management advisor and senior career officer for the Office of the AS-WS and leads a team of permanent and temporary staff in the management, policy direction and appropriate disposition of official and programmatic matters.
Provides advice, counsel, analysis and oversight regarding issues and policies of the most critical nature impacting the mission, strategic goals, financial management and operations of the Department, Bureau of Reclamation (Reclamation), U.S. Geological Survey (USGS), and Central Utah Project Completion Act (CUPCA) Office.
Manages and oversees the planning and coordination of the sequence of events necessary to justify the Bureaus budgets and personnel requests to the Department, Office of Management and Budget (OMB), and Congress.
Liaises and coordinates with senior Congressional staff officials and officials of OMB, the Government Accountability Office (GAO) in addition to Department counterparts in the Office of the Assistant Secretary- Policy, Management and Budget, and the Secretary's Immediate Office, the Office of Congressional and Legislative Affairs, the Office of the Inspector General, and the Office of the Solicitor.
Provides advice and policy recommendations to the AS-WS and the Deputy AS-WS related to water and science programs, and the CUPCA Office including advisory support for field managers on current policies between the field and Headquarters.
Advises and prepares the AS-WS in the preparation of all materials, such as written statements, briefing papers and background information to present testimony to Congress concerning the Bureaus' budget requests.
Represents the AS-WS in meetings with the Secretary's Immediate Office, other Assistant Secretaries within the Department, Bureau Directors, other Federal agencies, State and local officials, outside organizations, and the media.

The ability to integrate Secretarial and Administration goals and priorities into Departmental programs while balancing change and continuity, improving customer service, increasing program performance, and ensuring accountability.
The ability to explain and advocate policies and programs, orally and in writing, in a convincing manner to senior officials and groups internally and externally, and to develop an expansive professional network across the Department.
In-depth knowledge of Departmental policies, procedures and programs, and their interrelationships, to provide overall direction, implement policies, coordinate programs, and advise management.
In-depth knowledge of requirements, processes, and best practices that must be implemented at the Departmental level for top executive management to exercise appropriate oversight and to execute mission activities.
Ability to collaborate with senior Department and bureau leaders to provide guidance/counsel to top executive management of an agency/organization with respect to policy/program/management issues and to coordinate with counterpart authorities with related responsibilities in other organizations.
