Incumbent performs developmental assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. This position is located in the finance department within the Fargo VA Health Care System and reports to the Chief Financial Officer (CFO).
Duties
Duties include, but are not limited to:
Conducts limited analyses to develop required data and information for reporting purposes; and drafts brief factual administrative reports.
Prepares documents needed to process budget estimates; drafts reports that detail the purposes for which funds were obligated and expended.
Performs preliminary analyses of budget requests, and compiles data to be used for forecasting obligations.
Performs analyses of budget requests, prepares justification statements, and compiles data to be used for forecasting obligations.
Reviews, edits, and consolidates annual budget estimates for assigned organizations and programs into a single budget request.
Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems.
Investigates and explains deviations from fiscal operating plans and program objectives.
Develops monthly analyses of program actual and possible trends, with detailed explanation of significant deviations.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 800am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify for GS-7 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative or assistant type financial work requiring a basic knowledge of correspondence, automated financial software, customer service, and records management; progressively responsible technical duties applying basic accounting and/or budget knowledge acquired through practical experience or on-the-job activities; skill in applying predetermined procedures, methods, and standardized practices related to accounting, budget, or inventory management. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position or superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level.
You may qualify for GS-09 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling, correlating, and consolidating individual estimates for such items as personnel salaries and expenses, travel, and minor building maintenance; entering consolidated estimates in accepted formats on appropriate forms and schedules; analyzing and comparing selected object class and line item obligations and expenditures in the approved operating budget; determining whether funds are being used on a timely basis to support the organization's mission and objectives in accordance with the annual work plan; writing brief factual reports that detail the purposes (e.g., travel, overtime, or office supplies) for which funds were obligated and expended. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) may be used to qualify applicants for the GS-09 level.
You may qualify for GS-11 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting analyses to develop required data and information for reporting purposes; drafting brief factual administrative reports; preparing documents needed to process budget estimates and drafting reports that detail the purposes for which funds were obligated and expended; preforming preliminary analyses of budget requests, and compiling data to be used for forecasting obligations; receiving, screening, and recommending approval of annual budget estimates; gathering, extracting, reviewing, verifying ,and consolidating a variety of narrative information and statistical data needed in the formulation and presentation of budget requests; identifying and analyzing trends in the receipt, obligation, or expenditure of funds to help ensure that objectives of the annual financial plan of an organization are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two years of progressively higher level graduate education may be used to qualify applicants for the GS-11 level.
