This position is located in Office of the Executive Director for Operations, Assistant for Operations. The supervisor is Sherri Miotla. This is a Non Bargaining Unit position.  This position requires minimal travel. Travel expenses associated with interview expenses will not be paid. Expenses associated with relocation may be paid.  This position is subject to confidential financial disclosure reporting requirements.  

Duties

The Senior Communications Specialist (1) proactively develops, evaluates, coordinates, reviews, monitors and advises the Executive Director for Operations (EDO), Deputy Executive Directors for Operations (DEDOs), and Associate Director for Operations (ADO) on communications-related policy and guidance issues affecting all NRC staff (2) is responsible for timely review of office work products (3) is responsible for maintaining a general knowledge of major communications initiatives underway across the agency (4) is responsible for identifying major issues requiring OEDO management attention to improve effectiveness in completing assigned work (5) coordinates with and remains cognizant of key interfaces and

Qualifications

In order to qualify for this position you must have at least one year of specialized experience at the next lower (GG-14) grade level in the Federal service or equivalent experience in the private or public sector and meet the following: SPECIALIZED EXPERIENCE is experience which demonstrates knowledge of NRC policies and procedures in the area of safety; a general knowledge of major communications initiatives underway across the agency; a broad knowledge of various managerial and programmatic issues with an ability to provide recommendations on an appropriate course of management action; and a keen ability to work with management and staff at all levels and convey complex information. The ideal candidate will be able to demonstrate the following:1.  Broad knowledge of NRC programs sufficient to conduct complex analyses of communication issues and evaluate varied proposals and approaches to enhancing public confidence through effective communications of NRC activities.  2. Knowledge and understanding of functional responsibilities, authorities, and official relationships in the NRC. 3. Broad knowledge of public policies and programs relating to nuclear technology and nuclear safety. 4. Demonstrated ability to interact and work effectively with management and staff at all levels within NRC, representatives of other federal and state agencies, licensees, members of the public, and other stakeholders to achieve cooperation and consensus among parties with diverse and often conflicting viewpoints or objectives. 5. Skill in conveying and presenting complex, detailed information of a programmatic, technical, and/or policy nature. Skill in explaining and expressing facts and ideas in a clear and convincing manner, using plain language.
