Duties
The primary purpose of this position is: To serve as Air Reserve Technician (ART) and provide medical standards guidance, policy interpretation and application to Wing Commander, Medical Squadron Commander, unit health care professionals and unit medical support staffs within the Reserve Medical Unit (RMU) and to Squadron commanders throughout the installation.
DUTIES:
Duty 1 - Plans, organizes, and implements medical standards activities for the SGP, as well as providing consultative services on all medical standard issues, medical standards training, deployment processing, and other Aerospace Medicine Standards related topics, as required.
Duty 2 - Performs administrative quality reviews of Duty Limiting Conditions (DLC), physical examinations, profiles, and appropriate clearances before these documents are forwarded to Squadron/Wing level offices.
Duty 3 - Functions as the key focal point and functional expert for the analysis, interpretation, and application of medical standards to include waiver actions.
Duty 4 - Represents medical standards element with a variety of installation and functional area organizations.
Duty 5 - Monitors Squadron compliance with pre and post deployment medical requirements to ensure a fit and ready deploying force and timely medical care.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational requirements (IOR) for the GS-0671-09.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Specialized Experience
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of established medical principles, practices, requirements, procedures and regulations and their application in a military health care setting primarily for active duty members as they relate to the specialized practice of Aerospace Medicine.
Knowledge of overall medical service and individual medical treatment facility organization, management, mission, purpose, programs, related requirements in various administrative areas, philosophy, and objectives on a practical level, as well as an understanding of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), Accreditation Association for Ambulatory Health Care (AAAHC), and Health Services Inspection (HIS) standards and Air Force and DoD instructions.
Knowledge of safety, security, and personnel management regulations, practices, and procedures and planning, organizing, and directing the function and staff of a small organization or element.
Skill in use of military medical computer software such as Armed Forces Health Longitudinal Technology Application (AHLTA), Composite Health Care System (CHCS), Preventive Health Assessment and Individual Medical Readiness (PIMR), Aeromedical Information Management Waiver Tracking System (AIMWTS), and Physical Examination and Processing Program (PEPP).
Ability to provide and coordinate detailed consultation services and advice to, and gather information from, health care professionals, paraprofessional personnel and non-medical personnel.
Ability to analyze, evaluate, reconcile contradictory requirements in, and draw conclusions from multiple sources of medical and technical information and analyze, interpret, and apply medical standards to general military population, aviators, and other special operational duty personnel as well as the different functions and motivations of the employees or groups involved.
OTHER SIGNIFICANT FACTS:
This is an Air Reserve Technician (ART). Work schedule will be aligned to allow incumbent to fully participate in aerial flight training and attendance to Unit Training Assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
The incumbent may be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.
May be required to work overtime to meet special workload demands.
Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.
