You will serve as a PARALEGAL SPECIALIST in the Command Suite, Special Assistants, Naval Medical Center Portsmouth of NMRTC PORTSMOUTH VA.

Duties

You will serve as the primary contact for administrative functions of the NJP/Military Justice section of the Staff Judge Advocate office. You will work with military personnel, the NJP clerks and additional personnel who receive, log and analyze reports of investigation from Base Police and Naval Investigative Service. You will draft and prepare administrative messages (UNIT SITREP or OPREP) for Staff Judge Advocate (SJA) approval and Commander/Deputy Commander release to report cases of officer misconduct to chain of command.. You will draft and prepare charges and specifications in response to investigation reports applying the Uniform Code of Military Justice etc. as necessary to determine appropriate charges for courts-martial. You will independently originate and maintain all court-martial procedural documentation. You will appear at Independent Reviewing Officer (IRO) hearings as command representative to explain the basis and importance of continuing pre-trial confinement for members sent to the brig by the command. You will initiate requests for "by direction" authority letters for the Legal Department staff members who are authorized to sign documents in place of the Commander.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • In accordance with BUMEDINST 6220.9B, this position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This is a non-critical sensitive IT-II position requiring the incumbent to obtain a favorable Access National Agency Check with Inquiries (ANACI) investigation for continued assignment to a non-critical sensitive position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-7) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing legal support such as drafting, preparing and processing legal documents; Experience military justice system and the military administrative separation process; Experience operating a personal computer to perform word processing, spreadsheets, conduct statistical analysis, and conduct legal research; Experience understanding numerous federal statutes affecting military criminal law in order to advise on all aspects of post-trial processing (i.e. the Uniform Code of Military Justice, the Manual for Courts-martial, DOD regulatory directives and regulations, and U.S. Navy regulations, Military Personnel Manual, and Judge Advocate General Manual); Experience composing appropriate reports for processing of NJP (non-judicial punishment) charges on members of the Command. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

A combination of experience and graduate education as described above that equates to one year of experience
