About the Position: Serves as Emergency Manager responsible for the planning, organizing, directing, and coordinating emergency response and programs on the installation. Additionally serves as the Chemical, Biological, Radiological, Nuclear and High Yield Explosives (CBRNE) Operations Specialist.
Duties
Organize, plan, and coordinate various emergency response programs with Federal, state, and local entities.
Act as a liaison between Garrison and other governmental and private entities involved in emergency response activities.
Serve as an advisor to the Installation Commander, Garrison Commander, and tenant unit commanders on emergency response, chemical/Biological/Radiological and Nuclear operations and emergency management.
Brief federal, military, state, and local government agencies on installation plans, degree of involvement regarding emergency response situations.
Develop programs for providing necessary emergency guidance as well as required training to installation personnel.
Develop and post current information concerning actual or hypothetical floods, hurricanes, tornadoes, storms, and manmade disasters for exercises on appropriate maps and charts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- This position is a designated emergency essential position.
- This position requires the incumbent to serve on rotating shifts during emergencies or training exercises.
- This position requires the incumbent to be on a 24-hour recall to perform emergency response duties.
- This position requires the incumbent be able to obtain and maintain a Secret clearance.

GS-11
Specialized Experience: One year of specialized experience which includes Experience 1) Creating emergency management plans in accordance with federal, state or local regulations. 2) Developing policies or procedures in response to emergencies such as chemical, biological, radiological, nuclear, fire, natural disasters. 3) Analyzing emergency management incidents to determine appropriate responses and/or areas for improvement. 4) Planning readiness emergency management functions during emergency operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12:
Specialized Experience: One year of specialized experience which includes hazard emergency planning; emergency management exercise development and facilitation; financial management systems; deployment of personnel to federal disasters; use of personnel tracking database; federal levee inspection and rehabilitation; and utilization of the national accredited emergency management planning standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
