Requirements
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Federal employment suitability as determined by a background investigation. Possess or be able to acquire a SECRET security clearance.
- Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
- THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
Qualifications
AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
Area 1 = All permanent Technician Officer (NG T32/NG T5) within Puerto Rico Air National Guard.
Area 2 = All indefinite Technician Officer (NG T32/NG T5) within Puerto Rico Air National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.
DUTIES:
As a FINANCIAL MANAGEMENT ANALYST (NGT5635P01), GS-0501-9, you will plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs.
PHYSICAL DEMANDS:
The work is generally performed in a typical office setting. There are no special physical requirements to perform work.
WORKING ENVIRONMENT:
The employee works in an office with adequate heating, ventilation, and lighting involving everyday risks or discomforts. Normal safety precautions are required.
QUALIFICATIONS:

GENERAL EXPERIENCE:
All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. However, a new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions' resulting job analysis information and crediting plan data. Applicant must possess progressively responsible experience on following six basic qualification factors applicable to GS-0503 career level grades:
Skilled in collecting and analyzing data effectively, efficiently, and accurately.
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication.
Ability to write English in reports and presentation formats.
Ability to communicate clearly and effectively.
Skilled in presenting formal training presentations and briefings; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE:
Applicant must possess at least one year of specialized experiences at the GS-07 level or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as processing data and performing broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements; analyzing and evaluating data to conduct a variety of fiscal reconciliations, reviews, and account adjustments; coordinating with the Defense Finance and Accounting Service (DFAS) and posts validated accounts; analyzing and accurately processing financial services transactions while applying quality assurances techniques; resolving complex functional problems within the pay system; facilitating the resolution of intricate entitlement discrepancies; ensuring proper interfaces with appropriate DOD agencies and federal financial systems; analyzing and measuring the effectiveness and efficiency of financial operations; ensuring that internal controls are in place; aggregating data from multiple financial systems and sources; ensuring the proper documentation, accounting, and auditability of funds, and their traceability; executing full spectrum pay and entitlement operations; providing expert interpretation on DoD and DFAS regulatory and administrative guidelines; interpreting policies and collaborates with the financial management enterprise; resolves pay and entitlement problems unique; reviewing accounting and pay documents, travel vouchers, and vendor payments.
NOTE: The current on-board Air National Guard Wing Title 5 Excepted Service Financial Administration and Program Series GS-0501 Employees, who were hired, before 01 July 2015, must have successfully completed their positions' required Level Three FM Certification by July 2017, as defined by OSD and DoD Financial Management Certification Program requirements.
Failure to comply with this directive resulted in terminated employment in 2017. Continued position audits on qualifications and certifications are monitored by NGB in order to comply with the DoD instructions.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
**Copy of official/student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
