As a Supervisory Contract Specialist, you will be responsible for supervising, planning, organizing, directing, and coordinating the activities, to effect the contracting, procurement, and supply management services for the Public Building Services (PBS). Location of position: General Services Administration, National Capital Region, Public Buildings Service, Office of Acquisitions in Washington, DC. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Responsible for supervising, planning, organizing, directing, and coordinating the activities, to effect the contracting, procurement, and supply management services. Manage a wide variety of contracting, procurement, supply, and accountability functions. Manage all matters related to contracting for complex and specialized work. Manage procurement functions required to supply daily operational needs, including use of blanket purchase agreements and open market purchasing of supplies and equipment. Plans and direct negotiation and award of reimbursable and non-reimbursable type contracts for custodial services, mechanical maintenance, landscape maintenance, security services, construction and A/E services. Develop and maintain contacts with staff and operational offices within the Region, Central Office, and other organizations within GSA. Participate in conferences with officials of Federal and State and local Government agencies. Maintain close contact with the Small Business Administration in the implementation of the SBA 8(a) minority contracting program, identifies projects for the program, selects the contractor, and negotiates terms of the contract.  Plan work to be accomplished by subordinates, sets and adjust short-term priorities and prepare schedules for completion of work; assigns work.  Evaluate work performance of subordinates; gives advice, counsel or instruction to employees on both work and administrative matters.

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-14 salary range starts at $139,395 per year.   1102 Qualifications GS-13 & above:You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.   3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience in evaluating or implementing contracting programs; OR leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies, services (professional and non-professional), and/or construction; OR contracting experience that demonstrated the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization. *Incumbent must be FAC-C Level 3 certified and hold or have the ability to obtain a senior level warrant within 60 days of employment.  Obtains and maintains signature authority* This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
