Duties
This position requires military membership in the Puerto Rico Army National Guard (PRARNG).
Selected applicant(s) will be required to complete an online Onboarding process.
Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Continued employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.

- Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

AREA OF CONSIDERATION:

Area 1 = All permanent Officers, Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Officers, Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
DUTIES:
As a SUPERVISORY FACILITY OPERATIONS SPECIALIST (D2797000),GS-1640-12, you will manage, direct, supervise, and coordinate master planning; engineering design, construction, and inspection; real property management, maintenance; fire prevention and protection; utilities systems; refuse collection and disposal; and environmental management through an overall augmented staff consisting of state workers, site contract, technician, and military personnel.

QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicantmust possess at least ONE (1) year at next lower-level GS-11 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as formulating plans, programs, policies, and directing activities pertaining to the operation, maintenance, repair, rehabilitation, and improvements to all real property facilities; recommending building use and assignment based on facility, and physical space utilization studies conducted; identifying facilities suitable for emergency operations center (IX) locations, fallout shelters, and other potential emergency facilities; managing the facilities engineering program; planning work through subordinate supervisors, who supervise a fluctuating staff dependent upon customer needs; preparing the construction program; coordinating for input data to establish priorities for the Military Construction Army National Guard programs; prioritizing facility requirements including major and minor projects for approval of the Base Operations Manager; monitoring the status of projects consisting of architectural and engineer plans, drawings, site surveys, other documentation; making adjustments to the 5-year plan when required; formulating and submitting budget for the fiscal year; determining fund availability and alternate funding sources; overseeing the programing and coordination of engineer resources; programing and projecting yearly requirements for major and minor engineering, construction, and maintenance, activities at the GTC; implementing the environmental protection program for the GTC. assuring compliance with federal, state, and local agency requirements; selecting or recommending selection for supervisory and nonsupervisory positions of State, site contract, technician, military, temporary, and seasonal employees, within the organization under his/her supervision; preparing and reviewing performance standards; serving as the appraiser or reviewing official; reviewing, accepting, amending or rejecting work from subordinates; maintaining an effective position management program.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position.
