This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce for to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is an Electrical Engineer with Huntsville Engineering Directorate, Mechanical Electrical Division.

Duties

Functions as a technical expert in the highly complex Electronic Security Center (ESC) Electronic Security Systems Mandatory Center of Expertise for USACE. Responsible for all assigned projects, including establishment of criteria, performance of site surveys, preparation of designs, review of designs, formulation. Technical decisions and recommendations are usually accepted by other Corps of Engineers (CE) Div/Districts/Agencies when dealing with ESC/ESS-MCX assignment or by higher authorities. Participating in and witnessing Electronic Security Systems (ESS) testing, resolution of specialized technical hardware and software problems. Advises and instructs other CE Divisions/Districts/Agencies relative to ESS program policies, technical procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for an Electrical Engineer, GS-11 & GS-12: ALL candidates must meet one of the criteria described here:https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience at the GS-11 Grade Level: Specialized experience is defined as at least one year of specialized experience which includes:1) assisting in applying electrical security systems (ESS) and supporting systems involving; 2) gather information for technical reports of designs or modifications; 3) assist with inspection of work performed on electronic security systems involved in installation projects; and 4) recommending corrective actions, modifications, and new designs to improve electronic security systems reliability. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Electrical Engineer. NOTE: Official documentation must be provided that shows proof of meeting the above requirements. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience at the GS-12 Grade Level: Specialized experience is defined as at least one year of specialized experience which includes: 1) applying electrical security systems (ESS) and supporting systems involving complex features; 2) Assist in development of technical reports concerning the improvements for new designs or major modifications; 3) Briefing leadership on controversial problems, concerns issues; electrical security systems and 4) advise others on the design and inspection of work performed on electronic security systems involved in installation projects; and 5) Recommending corrective actions, modifications, and new designs to improve electronic security systems reliability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsDesignElectrical EngineeringStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. An SF-50 which clearly demonstrates you meet the time-in-grade requirements is required.
