This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will conduct reservoir regulating operations for the District's system of 16 flood control and multiple purpose reservoirs on a rotational basis.

Duties

Perform stream flow synthesis, reservoir regulation systems and/or water quality analyses in support of the District's water resources projects. Assist in maintaining and managing the District's complex real-time Corps Water Management System (CWMS) and Water Quality databases and archive. Make presentations on behalf of the District to local interests on a wide range of water management topics. Perform river, reservoir release and pool level forecasting. Prepare technical plans, reports and studies on the complete range of water management activities as it relates to reservoir operations. Conduct hydro-meteorological gaging station site visits, flood investigations and snow surveys, as required.

Additional information about transcripts is in this document. Basic Education Requirement for Civil Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure 2. Written Test 3. Specified academic courses 4. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes an extensive working knowledge of concepts, theories, principles, practices and techniques of civil engineering with emphasis on hydrology, hydraulics, statistical analysis and computer modeling; developing hydraulic and hydrologic models; preparing correspondence to various activities relating to hydrologic and hydraulic work; provide technical support to water management programs; preparing contingency plans relative to water control and drought/flood conditions, and environmental/water quality impacts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
