About the Position: Serves as Area Engineer responsible for management of all field and office engineering activities related to the construction of navigation, flood control, beach erosion, support for others, Superfund, Defense Environmental Restoration Program-Formerly Used Defense Sites (DERP-FUDS), and Formerly Utilized Sites Remediation Action Program (FUSRAP) projects in a large geographical region.

Duties

Serves as Area Engineer responsible for management of all field and office engineering activities related to the construction of navigation, flood control, beach erosion, and Defense Environmental Restoration Program projects. Plans, schedules, monitors, and controls all construction management and contract administration activities. Serves as the authoritative Corps Representative for the Area Office, with outside groups to include owners and using agency representatives; local construction sponsors; state and local environmental agencies and groups; other Federal Agencies. Works under the general supervision of the Chief of Construction. Serve as Modification Negotiator to commit to price, time, and other terms for modifications within limits, and other actions authorized by FAR 43.302.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties may be required.
  • This position requires a Professional Engineer (PE) license.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Specialized Experience: One year of specialized experience which includes practical knowledge and vertical construction experience on projects, which often incorporate custom built features, specialized medical equipment, renovations of active facilities, abatement, and unique and/or especially difficult construction and coordination problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Building and ConstructionContracting/ProcurementOral CommunicationProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
