Duties

This position is located in the Administrative Management Division, Office of the Assistant Director, Resources; Headquarters, Defense Contract Audit Agency (DCAA). Serves as the top advisor and expert on all procurement, acquisition and contract matters. Provides guidance and technical advice to management regarding a variety of contracts. Administers contracts with Contracting Officers of DoD and other partner agencies under interagency service agreement. Reviews contracts for changes within predetermined categories based on dollar value, method of acquisition, and other factors. Serves as agency Contract Specialist for planning, developing, coordinating, overseeing, implementing, evaluating, and promulgating procurement and acquisition policies, procedures, and regulations. Manages the Agency procurement requirements and objectives. Resolves conflicts among schedules, funding, and resources. Serves as DCAA representative in inter- and intra-agency discussions pertaining to procurement and contracting matters.

  • Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
  • Telework availability will be based upon the mission requirements and supervisory determination.

Qualifications

Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees. All applicants must provide a copy of their transcripts. Failure to provide this information will result in disqualification. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. National Association of Credential Evaluation Services. Specialized Experience: You must have one year of specialized experience at the GS-12 level or equivalent. Specialized experience must be documented in your resume. Specialized experience is defined as: Experience using procurement regulations (e.g. FAR, DoD), policies, and applying procedural requirements for contracting. Using a wide range of contracting methods and contract types to plan and carry out pre-award and/or post-award procurement actions. Analyzing difficult contracting issues and identifying any alternative courses of action. Identifying sources, analyzing cost and pricing data and contract proposals, and evaluating the offers for responsibility. Performing cost or price analysis, including reviewing cost breakdowns to determine reasonableness. Performing acquisition planning for contracts and advises and collaborates with management and Agency Program Managers to develop, implement and review formal acquisition strategies. Reviews appropriate contract type, pricing provisions, selection of source, acquisition method, determinations and findings, documentation, clarity of contract terms, and propriety of cited funds. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
