Duties

This Program Analyst position is located in Training and Development (T&D), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes and evaluates program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies. This includes continuous review of periodic progress reports, special reports, correspondence, etc., from other government agencies and activities, and functional elements. Reviews, analyzes, and evaluates the systems and processes in terms of objectives, progress to date, managerial and other critical and/or potential or anticipated problems encountered, lack of resources, adequacy and validity of factors and standards, and need for revision of schedules. Investigates variances from established system standards and schedules revealed by analysis and evaluation. Prepares analyses with recommended actions, designs and prepares reports and spreadsheets, and presents briefings to managers on study findings and recommendations. Applying a wide range of qualitative and quantitative methods for the assessment of the programs, and identifies areas needing special emphasis or improvement; developing and providing effective methods to task, review, and assess support work, solves managerial and financial problems, answers a wide range of formal and informal questions and data calls from all levels of operations, management, customers, and performers, evaluates support work (taking corrective action as required) and assures that management objectives are understood and met, within the scope of delegated authority and available resources. Analyzing existing policies or practices to identify any inconsistencies and recommends practical solutions; developing new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs; reviewing policies, directives, and regulations of TSA rules and both formulates implementation of guidelines and interprets policies made by others; providing staff guidance and direction to all elements engaged in the development and implementation of plans and objectives to assure compliance with applicable policies and constraints. Provides advice and assistance to staff with respect to current status, current and long range project objectives, plans, policies, broad project problems, etc., to assist in the making of management decisions leading to improved planning and operation. Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues, and make recommendations affecting the major programs. These communications frequently involve negotiation and/or persuasion. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), an applicant must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying evaluation techniques to determine compliance with rules and regulations as they relate to training programs; and Making recommendations to higher authority on the results of studies or problems, and make proposals based on findings related to training programs. To qualify for the SV-I Pay Band (equivalent to GS-13), an applicant must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of training programs; and Developing and recommending solutions to alleviate adverse impact on training programs in the future; and Analyzing and developing new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
