Duties
This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), VA Health Care System in Durham, NC. The Durham VA Medical Center is a highly specialized Level 1a Tertiary Care facility with 12 sites of care in the Durham, Raleigh, Greenville, Morehead City, Clayton, and Garner with a planned activation in 2024. The DVAHCS also provides support to approximately 4,500 staff to include several national program offices. Durham VAHCS follows the Whole Health model by creating an environment that encourages healthy behaviors to promote well-being and self-care, reduce the incidence of preventable injury and illness, and foster a culture of employee engagement that empowers and equips our Employees and Veterans to live their best lives.
The Chief, Employee Experience Officer is located under the Assistant Director, Experience, who is a member of the Executive Leadership Team (ELT) at the DVAHCS.
The nature of the work is to ensure an organizational environment that supports staff experience, and thus high reliability care delivery. The role's constituency will be primarily comprised of VISN and Facility executive leaders, senior and mid-level managers, and frontline supervisors.
The purpose of the work is to support the DVAHCS' organizational development efforts across to include preventive measures such as leadership development, professional development, and strategic planning; and consulting services to include leadership coaching to groups and individuals. The incumbent will have integrated organizational oversight for several programs to include, but not limited to, All Employee Survey, Organizational Health Council, Veteran and Employee Whole Health, Awards/Recognition, employee development programs, and other organization effectiveness indicators.
This position has integrated organizational oversight for several programs to include but not limited to All Employee Survey, Organizational Health Council, Employee Whole health and Wellness, Awards/Recognition, Employee Development, etc., Incumbent is responsible for strategic planning to improve the employee experience within the DVAHCS which in turn impacts the veterans experience for high quality services.
Functions or Scope of Assigned Duties:
Administrative (Program Management)
The incumbent organizes, directs, administers, and manages all aspects of the program including comprehensive planning, developing, and implementing policies and procedures, determining needs of the program, overseeing the quality and quantity of training, and establishing program initiatives and direction with the limitation of available staff and budget. Responsible for the supervision, administrative management, and direction of the program services assigned to them.
Training and Professional Development
Incumbent works collaboratively with other service chiefs and program managers to accomplish Health Care System goals. Incumbent provides DVHCS leaders with objective independent assessments and recommendations for policy, operational and administrative issues and initiatives requiring decision and action. Incumbent advises leadership on policy implications, key issues, and relationships to both internal and external interest groups.
Employee Health and Psychological Safety
Incumbent identifies new methods and tools to improve the employee work experience. Implements Human Centered Design (HCD) framework aimed at discovering and addressing the unmet needs of employees. Incumbent works collaboratively with the Whole Health Coordinator and Occupational Health to support employee wellness to include personal development activities for physical health, smoke-free activities, healthy diets, spiritual health, burnout, and mental exhaustion. Incumbent develops strategies and budgets to promote work-life balance programs.
Customer Services Requirements:
Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.

Qualifications

BASIC REQUIREMENTS.
The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. § 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3.g, this part.)
Education
(1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System(PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science.
OR
(2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re specialization program (including documentation of an approved internship completed as part of the re specialization program) meeting both of the following conditions:(a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and,(b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.
NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship.[Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards.
OR
(3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
AND
(4) Internships(a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed.
OR
(b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR
(c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre1979) are considered to be acceptable in fulfillment of the internship requirement;
OR
(d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed.
OR
(e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program.
NOTE: Psychologists who meet the requirements of this revision and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the requirements of this qualification standard.
Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
(1) Exception. Non-licensed applicants who otherwise meet the eligibility requirements may begiven a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. § 7405 [(c)(2)(B)] for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed.
(2) Loss of Credential. A psychologist who fails to maintain the required licensure must be removed from the occupation, which may result in termination of employment.
English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
Grade, Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
Psychology Program Manager, GS-14
(a) Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. (
(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
Skill in managing and directing the work of others to accomplish program goals and objectives.
Ability to translate management goals and objectives into well-coordinated and controlled work operations.
Ability to establish and monitor production and performance priorities and standards.
Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.

(c) Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Psychologist program managers have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
