The primary purpose of this position is to serve as the Deputy Director of Intelligence, Surveillance, and Reconnaissance (ISR), responsible to the Continental United States North American Aerospace Defense Command Region-First Air Force, Air Forces Northern and Air Forces Space.

Duties

Plans, organizes, oversees and communicates the activities of the Directorate of Intelligence. Strengthens and executes the CONR-1 AF (AFNORTH & AFSPACE)/A2's role as the Commander's lead to integrate. sync. and lead ISR planning. Suspension, Mentorship, and Execution of the Defense Civilian Intelligence Personnel System (DCIPS). Directs, manages, and oversees work through subordinate supervisors. Accepts, amends, or rejects work of subordinate supervisors. Reviews work and management techniques of subordinate supervisors and is held accountable for actions and advice provided by staff of subordinate units. Represents the air component ISR enterprise, Develops and articulates themes and messages to shape CONR-1 AF (AFNORTH & AFSPACE) Commander. Air Combat Command, Headquarters Air Force (HAF) A2/6, Combat Support Agency, USNORTHCOM, USSPACECOM and ACC senior leader efforts, engagements, and priorities to obtain their advocacy to gain progress in key ISR mission areas. Senior Technical Advisor to the A2: The Deputy A2 is responsible for all and C-NAF warfighting and JSR organize/train/equip (OT&E) functions. In this capacity, the Deputy Director provides daily and enduring JSR support to the Commander, senior staff, and subordinate units and is responsible for daily mission activities of the A2 and local JSR staffs.

  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI).

  • Incumbent is subject to initial and random drug testing.
  • Duty occasionally requires travel away from the normal duty station via POV and/or military and/or commercial aircraft to perform temporary duty assignments.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters. Periodic shift work may be required if assigned as a watch-standing analyst.
  • These positions are in the excepted service authorized by Title 10 U.S,C, and covered by the Defense Civilian Intelligence Personnel System (DCIPS). The employee must also sign a Statement of Understanding prior to occupying a DCIPS position.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ***Salary Ranges includes local market supplement*** This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Supervision / Management" work category are at the "Expert" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Ability to supervise, plan, direct, and manage the activities of assigned personnel within the mission. Manage established intelligence, surveillance, and reconnaissance (JSR) programs; and evaluate, implement, and manage enhancements to North American Aerospace Defense Command (NORAD) enterprise organizations, subordinate units, methods, procedures, policy, guidance and intelligence information systems; exercise first and second-line supervisory roles and responsibilities Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of Service and IC ISR missions, technologies, and tactics, techniques, and procedures to ensure all work of the air component JSR enterprise is successfully accomplished. 2. Knowledge of a wide range of concepts, principles, and practices to navigate through the legal complexities of JSR relationships, security regulations., practices, and policies. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise a wide-ranging enterprise of ISR personnel and capabilities assigned to different organizations throughout USNORTHCOM, USSPACECOM and other commands. 4. Ability to quickly assimilate highly technical and disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects. 5. Ability to lead peers and executive level working groups, command level study teams, and committees from across the Intelligence Community and Department of Defense in forums to innovate and implement new ideas, projects1 and methodologies and skilled in handling classified data in accordance with established DoD and Intelligence Community procedures. 6. Ability to communicate effectively, both orally and in writing, with technical accuracy, and at an executive level, to provide solutions to problems or answer questions related to the mission. 7. Ability to absorb conceptual ideas and exercise original thought where there is minimum time. for consultation and deliberation; to evaluate the importance of national situation and problems; and to present well-developed and sound recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
