The primary purpose of this position is to serve as the 1st Air Force Deputy Chief of Staff for Warfighting Headquarters responsibility including Personnel, Manpower and Organization, Intel, Ops, Logistics, plans, Programs and Requirements, Comms, Fin Mgmt, Assessments/Exercises, Ground/Flight Safety, Pub Affairs, Protocol, History, Chaplain, Judge Advocate, and Surgeon.

Duties

Plans, organizes, and oversees all IAF Staff functions, providing executive leadership and management Through key subordinate 0-6 level supervisors, executes final authority for the daily activities and operations of the l AF HQ AFFOR staff including Personnel, Manpower and Organization (Al), Intelligence (A2), Operations (A3), Logistics (A4), plans, Programs and requirements (AS/8}, Communications (A6), Infrastructure and Mission Support, Financial Management (FM), Assessments/Exercises (A9), Ground and Flight Safety (SE), Public Affairs (PA), Protocol (CCP), History (HO), Chaplain (HC), Judge Advocate (JA), and Surgeon (SG) . Conducts independent assessments of selected programs, missions, and/or functional areas assigned to lAF. In unison with the Chief of Staff, lAF Commander and Deputy Commanders, is responsible for overall management of the WFHQ and oversight of assigned units for mission execution and operational readiness of personnel, aircraft and weapon systems executed by 22 field units at 20 geographically separated locations. Formulates and sustains all activities for lAF to implement and maintain new policies for management of all WFHQ activities. Position participates with the Chief of Staff and Commander in making key decisions concerning the allocation and utilization of resources for mission accomplishment, including funding, manpower, personnel, contractor, and infrastructure assets across numerous base installations, COCOMs and MAJCOMs Establishes standards of professional and technical quality and ensures standards are maintained through subordinate supervisors and assigned/attached Commanders. Incumbent assists in evaluation of prospective employee candidate records for critical WFHQ positions, recommending selection of key personnel for senior level positions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include: applying advanced management and organizational principles and practices; applying comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and processes; expertly teaming, preparing and delivering insightful multi-media briefings to high ranking audiences; applying facilities planning, acquisition, and management processes; preparing long-range planning guidance, goals, mission and functional realignments; Expert application of quantitative and qualitative methods and techniques to develop staffing standards for program functions and missions; applying expert knowledge of Allied, Joint, and organization doctrine; applying operation test and evaluation processes, applying Planning, Programming, Budgeting, and Execution (PPBE). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of management concepts, methods, principles, practices, procedures, regulations, policies, processes, and Federal law. Substantial, detailed knowledge of doctrine, missions, functions, goals, objectives, work processes, and sources of resources for I AF specific missions, programs, and organizations. 2. Executive level knowledge of the depth and breadth of the WFHQ mission and ability to plan, organize, and direct WFHQ functions. Expert knowledge of the resource management process as it directly impacts the lAF mission at 22 separate insta11ations. 3. Expert knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including new and revised Federal legislation. Expert skill in developing, formulating, validating, defending, and analyzing programs and resource requirements. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources, while mentoring, motivating, and appraising the staff. Ability to exercise a high degree of rapid innovation and initiative and make independent and timely decisions for resolving program and resource challenges and sound policies and guidance. 6. Ability to deliver high level written and oral products, to justify, defend, present, advocate, and/or advise on processes, actions, directives, and decisions impacting the lAF WFHQ mission. Ability to effectively deal with peers and superiors at Wing, Center, MAJ COM, Air Staff, COCOM and OSD levels, 0-6 and above. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.
