This position is located at the West Texas VA Health Care System, Permian Basin CBOC, in Odessa, TX. The Administrative Officer responsible for the overall administrative, logistic, operations, e.g. safety systems, public affairs, etc. direction of this facility.
Duties

Duties may include, but are not limited to the following:
Tracking, monitoring, evaluating, developing and implementing action plans to ensure achievement of VA standards for performance measures at the clinic.
Functioning as a management analyst developing, analyzing, evaluating and advising on improving the effectiveness and efficiency of work methods, procedures, organization, manpower utilization, distribution of work, management controls and information/documentation systems.
Determining and advising on program needs to assure maximum utilization of space, equipment, staff, funds and develops alternative courses of action for the betterment of Veteran care.
Responsible for the administration of VA health care for all Veteran beneficiaries at the outpatient clinic.
Directing a full range of administrative activities including: budget and planning, human resources, equipment and supplies, security, safety, Veteran administration, medical record administration, environment of care, quality improvement, and public and congressional relations.
Coordinating and responding to controlled correspondence, congressional correspondence and Veteran complaints assigned to the clinic.
Serving as the EEO Coordinator for the clinic, ensuring that EEO policies and programs are supported fairly and uniformly administered within the clinic.
Managing all resources including authorized FTE, overtime and fund control points to ensure that resources are within established ceilings and guidelines.
Performing other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-09 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience consists of applying analytical and evaluative methods and techniques to issues or functions related to office administration; performing coordination of daily operations; directing a full range of administrative activities; and managing program goals, objectives and resources. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR-
EDUCATION: Have successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level.
