This position is located in Honouliuli National Historic Site and serves as the executive responsible for all aspects of the management, operation, preservation, planning and development, resource management an interpretation of the site. Duties

The purpose of Honouliuli National Historic Site is to conserve and interpret the largest and longest-used World War II incarceration site in the Hawaiian Islands. The national historic site provides opportunities for public education about the World War II incarceration story in Hawai`i, invites reflection on wartime experiences, and recommits us to the pursuit of freedom and justice. In order to further this purpose, the incumbent will perform complex and highly sensitive tasks and projects; directs and coordinates unique and critical management planning activities. Independently manages extensive planning efforts related to the park's General Management Plan and multi-year development program; and assist and directs community, other agency, and public information contacts and relations. Position has full latitude for the establishment of procedures and methods for the performance of duties in compliance with established rules, regulations, and policies. Qualifications

All qualifications must be met by the closing date of this announcement-02/07/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) providing leadership and direction for the strategic planning, management, and operation of function and activities related to highly sensitive cultural and historical subject matter (examples include but are not limited to 18th - 21st century Pacific Island history and the significant impacts to native and indigenous communities) 2) managing a work group and making key operational decisions regarding budget, personnel, and program execution; 3) working with partners and stakeholders (e.g., local/state park systems, federal agencies, Pacific Islanders, Native American tribal entities, as well as individuals and communities who have been persecuted and/or historically marginalized as part of historic events) to build organization or program support. 4) describing effective and timely decisions regarding significant or controversial issues. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
